Act No. 1096, enacted on March 30, 1904, amends previous legislation regarding the appointment and removal of subordinate officers and employees in the Philippine government. It authorizes heads of Bureaus or Offices to impose disciplinary actions such as salary reductions, deductions from pay, or suspensions for neglect of duty or violations of office regulations, contingent upon approval from the Civil Governor or relevant Executive Department head. These actions must also be recommended by the Civil Service Board. Additionally, any salary reductions or suspensions do not affect the individual's accrued leave, although no leave will be granted during the suspension period. The law was expedited for immediate effect.
