An Act to Authorize The Establishment of Municipal Irrigation Systems, and for Other Purposes
Act No. 2755, enacted on February 23, 1918, authorizes municipal councils in the Philippines to establish irrigation systems within their territories, subject to approval from the Secretary of Commerce and Communications. Landowners benefiting from these systems must pay an annual fee of two pesos per hectare, which creates a lien on their property that takes precedence over other liens except for tax liens. Municipalities with adequate funds may apply for financial support for these projects, potentially receiving up to double their contributions. The Secretary of Commerce and Communications also has the authority to resolve disputes between municipalities over water usage. Revenues generated from the irrigation systems are designated for their maintenance and improvement.
