This school will be under the control and supervision of the Department of Education, Culture, and Sports. The necessary funding for this conversion will be included in the General Appropriations Act of the following year and thereafter. The Act took effect upon its approval and lapsed into law without presidential signature, as per the Philippine Constitution.

REPUBLIC ACT NO. 8422
AN ACT CONVERTING THE HIGH SCHOOL ADMINISTERED BY THE PARENT-TEACHERS' ASSOCIATION AT BARANGAY MARCELINA, BAYUGAN, AGUSAN DEL SUR, INTO A NATIONAL GOVERNMENT-FUNDED SECONDARY SCHOOL TO BE KNOWN AS THE MARCELINA NATIONAL HIGH SCHOOL, AND APPROPRIATING FUNDS THEREFOR
SECTION 1. The high school owned and administered by the Parent-Teachers' Association at Barangay Marcelina, Municipality of Bayugan, Province of Agusan del Sur, is hereby converted into a national secondary school, under the control and supervision of the national government through the Department of Education Culture and Sports. cdta
SECTION 2. This school shall be known officially as the Marcelina National High School.
SECTION 3. The amount necessary to carry out the provisions of this Act shall be included in the General Appropriations Act of the year following its enactment into law and thereafter.
SECTION 4. This Act shall take effect upon its approval.
* Lapsed into law on November 27, 1997 without the signature of the President, in accordance with Article VI, Section 27 (1) of the Constitution.
