An Act Authorizing the Payment of Per Diems to Vice-Mayors and Councilors of the Municipalities of Specially Organized Provinces and of the Municipal Districts of All Provinces
Commonwealth Act No. 479, enacted on June 18, 1939, allows for the payment of per diems to vice-mayors and councilors in specially organized provinces and municipal districts in the Philippines. Each vice-mayor and councilor may receive a per diem of up to two pesos for attending regular council sessions, subject to approval by the provincial board and the Department of the Interior. Additionally, if the mayor is absent or incapacitated, the acting vice-mayor or councilor will receive compensation equivalent to the mayor's salary for their service duration. The Act became effective upon its approval.

COMMONWEALTH ACT NO. 479
AN ACT AUTHORIZING THE PAYMENT OF PER DIEMS TO VICE-MAYORS AND COUNCILORS OF THE MUNICIPALITIES OF SPECIALLY ORGANIZED PROVINCES AND OF THE MUNICIPAL DISTRICTS OF ALL PROVINCES
SECTION 1. Subsection (f) of section twenty-six hundred and fifteen of the Administrative Code is amended to read as follows: acAESC
"(f) Compensation of vice-mayors and councilors. — The municipal council of a municipality of specially organized province, or of a municipal district of any province, may, with the approval of the provincial board and the department of the Interior, grant to the vice-mayor and each councilor a per diem not to exceed two pesos for each day of regular session of the council actually attended by them; but when, by reason of absence, suspension, or other disability, the mayor ceases to discharge the duties of his office, the vice-mayor, or councilor, acting in his stead shall receive compensation equivalent to the salary of the mayor during the period of such service."
SECTION 2. This Act shall take effect upon its approval.
Enacted, without Executive approval, June 18, 1939.
