An Act Authorizing the Collector of Customs to Substitute for Two Clerks of Class A, Three Clerks of Class I
Act No. 147, enacted on June 21, 1901, authorizes the Collector of Customs at the chief port to replace two clerks of Class A with three clerks of Class I whenever vacancies arise. The Collector is also empowered to appoint three clerks in Class I in accordance with the Civil Service Law. Upon making such changes, the Collector must certify the actions to the Military Governor, the Philippine Commission, and the Civil Service Board. The Act is deemed urgent and takes effect immediately upon passage.

ACT NO. 147
AN ACT AUTHORIZING THE COLLECTOR OF CUSTOMS TO SUBSTITUTE FOR TWO CLERKS OF CLASS A, THREE CLERKS OF CLASS I
SECTION 1. The Collector of Customs and of the chief port be, and he hereby is, given authority, whenever vacancies occur in positions held by clerks of Class A, to change the number of clerks in his office by substituting for two clerks of Class A, three clerks of Class I, and to fill three clerkships in Class I by appointment, as provided by the Civil Service Law.
SECTION 2. Whenever the Collector of Customs shall exercise the authority to make the change provided in the foregoing section, he shall certify the fact to the Military Governor, to the Philippine Commission, and to the Civil Service Board.
SECTION 3. The public good requiring the speedy enactment of this bill, the passage of the same is hereby expedited in accordance with section two of "An Act prescribing the order of procedure by the Commission in the enactment of laws, passed September twenty-sixth, nineteen hundred.
SECTION 4. This Act shall take effect on its passage.
