An Act Amending Act Numbered Seven Hundred and Eighty
Act No. 1602, enacted on March 12, 1907, amends Act No. 780 concerning the examination and licensing of applicants for key positions on seagoing vessels in the Philippine coastwise trade. It establishes the "Board on Philippine Marine Examinations," which includes the Insular Collector of Customs, inspectors of hulls and boilers, and licensed masters, to oversee the licensing of watch officers and engineers. The board's president is the Insular Collector of Customs, and a quorum for meetings requires three members.
