Paragraph 3 of Letter of Instructions No. 229 is hereby amended to read as follows:
"3. The Land Transportation Commissioner shall require every motor vehicle owner to procure from any source and present at the registration of his vehicle, one pair of a reflectorized triangular early warning device, as described herein, of any brand or make chosen by said motor vehicle owner. The Land Transportation Commissioner shall also promulgate such rules and regulations as are appropriate to effectively implement this order."
