The DOH Administrative Order No. 2012-0012-B extends the moratorium for general hospitals and infirmaries to meet the requirements of the new classification of health facilities in the Philippines. Originally set to end on August 18, 2016, the moratorium is now extended to December 31, 2017, providing additional time for compliance. This amendment aligns with the Philippine Health Agenda to enhance accessibility and equitable distribution of health facilities. All other provisions of the previous orders remain in effect, and any conflicting issuances are rescinded or modified accordingly. The order takes effect immediately.

DOH ADMINISTRATIVE ORDER No. 2012-0012-B

SUBJECT : Amendment to Section XIII. Transitory Provisions of Administrative Order (A.O.) No. 2012-0012-A: Amendment to A.O. No. 2012-0012 entitled "Rules and Regulations Governing the New Classification of Hospitals and Other Health Facilities in the Philippines"

 

The transitory provision (Section XIII) of Administrative Order (A.O.) No. 2012-0012-A: Amendment to A.O. No. 2012-0012 entitled "Rules and Regulations Governing the New Classification of Hospitals and Other Health Facilities in the Philippines" granted an additional one (1) year moratorium to all general hospitals including infirmaries to complete all requirements under the new classification of health facilities. The moratorium covered the period from August 18, 2015 to August 18, 2016.

However, to provide ample time for the facilities to comply with the requirements, the moratorium was further extended from August 18, 2016 to December 31, 2016 through Department Circular No. 2016-0220: Extension of Moratorium Given to All General Hospitals Including Infirmaries Under the New Classification of Hospitals and Other Health Facilities. To align regulatory standards with the Philippine Health Agenda (PHA) of ensuring accessibility and equitable distribution of health facilities nationwide, the Health Facilities and Services Regulatory Bureau is currently conducting a thorough review of the standards and requirements for licensing of hospitals and infirmaries. In line with such review, the following provision of A.O. 2012-0012-A is hereby amended as follows:

XIII. TRANSITORY PROVISION TO BE AMENDED

An additional One (1) Year moratorium is given to ALL GENERAL HOSPITALS including INFIRMARIES, to complete all requirements under the new classification of health facilities on or before 18 August 2016.

The aforementioned is hereby amended to read as follows:

The moratorium given to ALL GENERAL HOSPITALS including INFIRMARIES to complete all requirements under the new classification of health facilities is hereby extended up to 31 December 2017.

All other provisions of A.O. 2012-0012 and A.O. 2012-0012-A shall remain in effect and provisions/issuances inconsistent or contrary to this Order are hereby rescinded or modified accordingly.

This order shall take effect immediately.
