Amendment to Administrative Order No. 2015-0049 entitled "Rules and Regulations Governing the Antimicrobial Resistance Surveillance Program Accreditation of Bacteriology Laboratories in the Philippines for the PhilHealth Reimbursement of Select Antibiotics in the Philippine National Drug Formulary"

Section II, Scope and Coverage of Administrative Order (AO) No. 2015-0049 entitled "Rules and Regulations Governing the Antimicrobial Resistance Surveillance Program Accreditation of Bacteriology Laboratories in the Philippines for the PhilHealth Reimbursement of Select Antibiotics in the Philippines National Drug Formulary" states applicability of rules to 'tertiary hospitals with bacteriology laboratories.' The term used is problematic as it is not defined in Administrative Order 2012-0012 entitled "Rules and Regulations Governing the New Classification of Hospitals and Other Health Facilities in the Philippines," and the inconsistency with the said order confuses hospitals applying for accreditation, as non-tertiary hospitals may also provide bacteriology laboratory services provided that the hospital has a tertiary clinical laboratory. The AO No. 2015-0049 is thus amended to change the terminologies in the corresponding sections below from "tertiary hospitals with bacteriology laboratories" to "tertiary clinical laboratories" as defined in AO 2007-0027 entitled "Revised Rules and Regulations Governing the Licensure and Regulation of Clinical Laboratories in the Philippines." Section	Change to:
I. Rationale, 2nd paragraph, 3rd sentence	Hence, scope of the quality assurance program included all bacteriology laboratories in the country when the ARSP partnered with PhilHealth in a scheme that allowed reimbursements for select antibiotics for institutions with tertiary clinical laboratories.
III. Scope and Coverage, 1st sentence	The Administrative Order shall apply to all individuals, agencies, partnerships, or corporations that operate tertiary clinicallaboratories in the Philippines . . .
V. General Guidelines, 1st item, 1st sentence	Reimbursement of restricted antibiotics from the Philippine National Drug Formulary will be awarded only to institutions with tertiaryclinical laboratories.
V. General Guidelines, 3rd item, 1st Sentence	Tertiary clinical laboratories are to comply with the minimum requirements set in the AO 2007-0027 . . .
VI. Procedural Guidelines, B.2.c.	Develop and/or issue relevant policies related to the program to ensure that tertiary clinical laboratories conform to international and local standards and technical requirements; and
VI. Procedural Guidelines, B.3.f.3	Inspect, monitor and provide feedback to participating tertiary clinical laboratories following the guidelines drawn by ARSP;

Section IV, Definition of Terms of AO 2015-0049 will also be amended to include the term:

E. Tertiary clinical laboratory — A clinical laboratory, regardless of its classification by ownership, function, and institutional character, which provides minimum service capabilities for the following: routine and special hematology including coagulation procedures, qualitative and quantitative platelet determination, routine urinalysis and fecalysis, routine clinical and special chemistry, cross matching*, KOH*, blood typing*, immunology, and microbiology-culture and sensitivity. All other provision of the Administrative Order No. 2015-0049 shall remain in effect and provision/issuances inconsistent or contrary to this Order are hereby rescinded or modified accordingly. CAIHTE

This Order shall take effect immediately.
