Amendment to Section 1917 of the Administrative Code
Commonwealth Act No. 362, approved on August 22, 1938, amends Section 1917 of the Administrative Code regarding the letting of contracts for national public works. It mandates that contracts for public works costing three thousand pesos or more must be awarded to the lowest responsible bidder after publication in the Official Gazette for at least ten days, unless there is an urgent necessity, allowing the Director of Public Works to proceed without bids with presidential approval. For works costing less than three thousand pesos, the Director has discretion to either manage the project directly or let it out to a bidder. The Act emphasizes transparency and competition in public contracting while allowing for expedited processes in urgent cases.
