Amendment to R.A. No. 4206 (Prohibition Against Collection of Contributions from School Children)
Republic Act No. 5546, approved on June 21, 1969, amends an earlier law to prohibit the collection of contributions or sale of tickets from students and teachers in public and private educational institutions for any purpose. Exceptions are made for membership fees related to the Red Cross, Girl Scouts, and Boy Scouts, as well as contributions from parents for barrio high schools. Violations of this law can result in fines ranging from one to five thousand pesos, imprisonment for up to one month, or both, with additional penalties for private educational institutions. The law aims to protect students and teachers from unauthorized financial demands within educational settings.

REPUBLIC ACT NO. 5546
AN ACT TO FURTHER AMEND REPUBLIC ACT NUMBERED FOUR THOUSAND TWO HUNDRED SIX ENTITLED "AN ACT PROHIBITING THE COLLECTION OF CONTRIBUTIONS FROM SCHOOL CHILDREN OF PUBLIC PRIMARY, INTERMEDIATE AND HIGH SCHOOLS"
SECTION 1. Section 1 of Republic Act Numbered Four thousand two hundred six is hereby further amended to read as follows: cd
"Sec. 1. The sale of tickets and/or the collection of contributions in any form whatsoever, by any person for any project or purpose, whether voluntary or otherwise, from school children, students and teachers of public and private schools, colleges and universities is hereby prohibited: Provided, however, That this prohibition shall not cover membership fees of school children and students in the Red Cross, the girl scouts of the Philippines and the boy scouts of the Philippines: Provided, finally, That this prohibition shall not cover the contributions of parents and other donors for the support of barrio high schools."
SECTION 2. Section 2 of the same Act is hereby amended to read as follows:
"Sec. 2. Any educational institution or person who violate the provisions of this Act shall be punished by a fine of not less than one thousand pesos but not more than five thousand pesos or imprisonment for not more than one month or both in the discretion of the court. If the violation is committed by a private educational institution, the Secretary of Education, at his discretion, shall, in addition to the above penalty, suspend, revoke or otherwise cancel the authority to operate such educational institution."
SECTION 3. The title of the same Act is hereby amended to read as follows:
"AN ACT PROHIBITING THE SALE OF TICKETS AND/OR THE COLLECTION OF CONTRIBUTIONS FOR WHATEVER PROJECT OR PURPOSE FROM STUDENTS AND TEACHERS OF PUBLIC AND PRIVATE SCHOOLS, COLLEGES AND UNIVERSITIES".
SECTION 4. This Act shall take effect upon its approval.
