Executive Order No. 856-A, issued on March 23, 2010, amends Section 3 of the earlier Executive Order No. 856 to grant discounted electricity rates to semiconductor firms operating in the Clark Freeport Zone, contingent on a minimum investment of $1 billion. The discounted rates are set at $0.51760 per kWh for the first six years and $0.062553 per kWh for the subsequent four years. If a firm fails to meet the investment requirement within three years, it will lose these incentives and must reimburse any benefits received.
