Adoption of the Philippine Development Plan for 1983-1987
Proclamation No. 2166, issued on February 26, 1982, adopts the Philippine Development Plan for 1983-1987, which outlines goals, strategies, and policies for national development. This plan was approved by the National Economic and Development Authority (NEDA) and the Cabinet and requires all government agencies to align their activities accordingly. The implementation of the plan will be coordinated by NEDA, with budgetary support from the Office of the Budget and Management. The private sector is also encouraged to support the plan by aligning their operations with its objectives. The Prime Minister is authorized to issue necessary directives for effective implementation and periodic assessment of the plan.

PROCLAIMING THE ADOPTION OF THE PHILIPPINE DEVELOPMENT PLAN FOR 1983-1987: GOALS, STRATEGIES AND POLICIES
WHEREAS, the Philippine Development Plan for 1983-1987, upon endorsement by NEDA and the Cabinet, has been approved and adopted in the Third Regular Session of the Batasang Pambansa on January 19, 1982, through Resolution No. 374;
WHEREAS, for a comprehensive and effective implementation thereof, there is a need to direct all agencies and instrumentalities of the government to dovetail their activities thereto;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby proclaim the adoption of the Philippine Development Plan for 1983-1987: Goals, Strategies and Policies, including the supportive Regional Development Plans and Investment Programs.
The National Economic and Development Authority shall coordinate and monitor the Plan's implementation by the various government ministries, agencies and/or instrumentalities.
The Office of the Budget and Management is hereby directed to provide the necessary budgetary support to the Plan's implementation and its periodic assessment and updating.
The private sector is hereby enjoined to lend support to the Plan by aligning and coordinating its activities thereto, as far as may be practicable in the light of its objectives and operations.
The Prime Minister, as Vice-Chairman of the NEDA, is hereby authorized to issue such memoranda, circulars or other orders, including the creation of inter-agency committees, as he may consider necessary or advisable in the implementation of the Plan and its periodic assessment and updating by all concerned.
