PNRI ADMINISTRATIVE ORDER NO. 01-15
ADOPTION OF IAEA GENERAL SAFETY REQUIREMENTS (GSR) PART 3 — RADIATION PROTECTION AND SAFETY OF RADIATION SOURCES: INTERNATIONAL BASIC SAFETY STANDARDS
WHEREAS, pursuant to the authority under Republic Act No. 2067, as amended, and Republic Act No. 5207, as amended, the Philippine Nuclear Research Institute (hereinafter referred to as PNRI) promulgates rules and regulations for the protection of the health and safety of the workers and for the general public; and for this purpose the regulations are codified in the Code of PNRI Regulations (CPR);
WHEREAS, CPR Part 3 entitled "Standards for Protection against Radiation", is the regulation that prescribes the requirements on radiation protection and safety that shall be complied by all holders of a PNRI license;
WHEREAS, in 2001, the PNRI issued Administrative Order No. 1 adopting International Atomic Energy Agency (hereinafter referred to as IAEA) Safety Series No. 115 (1996 version) entitled "International Basic Safety Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources" and in an amendment contained in Administrative Order No. 4 Series of 2004, as the bases for revision of CPR Part 3;
WHEREAS, in 2014, the IAEA issued General Safety Requirements (GSR) Part 3 on Radiation Protection and Safety of Radiation Sources: International Basic Safety Standards (IBSS) which supersedes the IAEA Safety Series No. 115;
WHEREAS, IAEA GSR Part 3 provides for the international harmonization of radiation protection and safety standards under the terms of the IAEA Statute and for the Member States to adopt or use, as far as practicable, as the basis for the formulation of national standards for radiation protection and safety;
WHEREFORE, pursuant to the powers vested on PNRI under Section 4 of Republic Act No. 5207, as amended, and Section 16-a of Republic Act No. 2067, as amended, the Philippine Nuclear Research Institute hereby prescribes the following:
SECTION 1. The PNRI shall adopt IAEA GSR Part 3, whenever practicable, to establish the required standard for protection against the hazards associated with exposure to ionizing radiation and for the safety of radiation sources that may deliver such exposure.
SECTION 2. The PNRI shall use IAEA GSR Part 3, as far as practicable, in the revision of CPR Part 3 and the establishment of the PNRI Radiological Safety Manual.
SECTION 3. This Order supersedes all issuances, rules, orders, regulations and parts inconsistent herewith, or is hereby deemed repealed, modified, or amended accordingly.
SECTION 4. This Order shall take effect fifteen days after its publication in the Official Gazette or in a newspaper of national circulation.
