Adoption and Use of New Arrival/Departure Card
The Joint DOT-BI Memorandum Circular No. 01-08, issued on October 22, 2008, mandates the adoption of a new Arrival/Departure (A/D) Card designed to enhance passenger convenience and gather essential data for immigration and tourism policy-making. Effective January 1, 2009, all airline staff and travel agents are required to distribute the new A/D Cards, and any entities that wish to print their own must use the approved design and obtain a barcode assignment from the Bureau of Immigration. Immigration officers must ensure that all passengers correctly complete these new cards. Compliance reports are to be submitted to the Department of Tourism and the Bureau of Immigration by January 30, 2009.

JOINT DOT-BI MEMORANDUM CIRCULAR NO. 01-08

Pursuant to the Memorandum of Agreement between the Department of Tourism and the Bureau of Immigration executed on 22 October 2008, a new design for the Arrival/Departure (A/D) Cards has been developed to address the concerns raised by various stakeholders.
Accordingly, the new A/D card intends to provide a passenger-friendly design that enables the passenger to accomplish most conveniently. It also incorporates some of the frequently asked data and information by immigration, tourism and airline officials vital to their policy making, research, and market planning activities.
In this regard, you are hereby enjoined to observe the following policies and regulations:
1. All airline staff and travel agents shall distribute for the use of its clients the new A/D Card;
2. All airlines and travel agencies and other entities who opt to print its own A/D Card shall adopt the new design and template and shall secure the prior approval from the BI and assignment of bar code for A/D Cards that they will print;
3. All immigration officers assigned in international airports and seaports shall ensure that arriving and departing passengers shall completely accomplish the new A/D Cards; and
4. The new A/D Card shall be used effective 01 January 2009 and a mock-up copy of which is made an integral part of this Circular.
The above-named concerned officers, offices and agencies shall submit a Compliance Report to the Department of Tourism and Bureau of Immigration not later than 30 January 2009.
