OCA CIRCULAR NO. 67-2022
| TO | : | All Judges and Court Personnel of the First and Second Level Courts |
| SUBJECT | : | Administrative Consequence on the Improper Use of Social Media |
This is to emphasize to all concerned judges and court personnel that improper sharing of photographs and status updates, posting of views, opinions, comments, uploading personal videos, and liking/reacting to posts, in social networking platforms, e.g., Facebook, Youtube, Viber, Telegram, Whatsapp, Instagram, Tiktok, Twitter, LinkedIn, Snapchat, WeChat, among others, relative to certain issues, as emphatically discussed by this Office in OCA Circular No. 173-2017 dated 17 August 2017 (Proper Use of Social Media), may result to administrative charges.
It is worthy to reiterate that "in communicating and socializing through social networks, judges [and court personnel] must bear in mind that what they communicate — regardless of whether it is a personal matter or part of his or her judicial duties — creates and contributes to the people's opinion not just of the judge [or court personnel] but of the entire Judiciary of which he or she is a part. This is especially true when the posts the judge [or court personnel] makes are viewable not only by his or her family and close friends, but by acquaintances and the general public." 1
Accordingly, all concerned judges and court personnel must conduct themselves in a way that would not call into question the dignity of the Judiciary.
For the guidance and strict compliance of all concerned.
(SGD.) RAUL BAUTISTA VILLANUEVACourt Administrator
