2. This pertains to the PNP CSG-SAGSD impact project dubbed as "Private Security Agency Canine (K9) Service Provider Registration, Accreditation and Evaluation Program aimed at providing minimum mandatory training standards and general guidelines to be adopted by Private Security Agencies prior to offering Canine (K9) Security Services or entering into a contract to would be clients.
3. Pursuant to the provision of the law specifically provided in Section 9a of the Republic Act 5487, otherwise known as "An Act Governing the Organization and Management of Private Security Agencies, Company Guard Forces and Government Security Forces" states that, apart from the mandatory basic equipment, other equipment may be issued to the security guard and as determined necessary following client contract requirement, provided that the security guard shall have acquired the prior training/knowledge on the proper use of the same, but not limited to the following; handcuffs; metal detectors; communication radio; stun devices; armoured vest; and canine (K9) units. Section 9c further states that "live units such as canine (dogs) shall require prior training confirmation and registration with the PNP before utilization by any security agency purposely to ensure truthful deployment versus client requirement or purpose of operation". 4. In compliance with the above stated provisions, the PNP Technical Working Group (TWG) composed of representatives from Directorate for Operations, Directorate for Logistics, Directorate for Research and Development, Aviation Security Group, Special Action Force, Legal Service, Civil Security Group and Security Agencies and Guards Supervision Division was created and developed set of rules, procedures and general guidelines on PNP CSG-SAGSD Canine (K9) Service Provider Registration, Accreditation and Evaluation that will form part of the 2003 Implementing Rules and Regulations Governing RA 5487 as its supplemental guidelines to Section 9a and 9c, Rule VIII, RA 5487.
5. In view of the foregoing, the PNP CSG-SAGSD Canine (K9) Service Provider Registration, Accreditation and Evaluation Program Technical Working Group recommends the following:
a. Approval of and signature on the final version of 2003 IRR on RA 5487 Supplemental Guidelines, Rules and Procedures on Private Security Agency and Canine Training School Registration, Accreditation and Evaluation (TAB A).
b. Formal launching of PSA Canine Service Provider and Training School Registration, Accreditation and Evaluation Handbook and Exhibition/Demonstration of Canine (K9) Units and Fun Match (Bomb and Narcotics Detection) to be held during one of the scheduled NHQ PNP Monday Flag Ceremony in June with the SILG as Guest of Honor and with the following as special guests; ADSTCa

2003 REVISED RULES AND REGULATIONS IMPLEMENTING RA 5487 SUPPLEMENTAL GUIDELINES, RULES AND PROCEDURES ON PRIVATE SECURITY AGENCY CANINE SERVICE PROVIDER AND TRAINING SCHOOL REGISTRATION, ACCREDITATION AND EVALUATION
RULE I
General Provisions
SECTION 1. Legal Basis and Purpose. — These implementing Rules and Regulations (IRR) are hereby issued pursuant to the following: (a.) RA 5487 — An Act Governing the Organization and Management of Private Security Agencies, Company Guard Forces and Government Security Force — Section 9 a (6) and 9c, Part 2, Rule VIII; and (b) RA 8485 — An Act to promote Animal Welfare in the Philippines otherwise known as The Animal Welfare Act of 1998. These IRR shall provide minimum mandatory training standards for implementation of law enforcement and private security agencies on canine security operations to support the operational function of private security agencies in deterring the event of criminality utilizing canine/dogs in the field as part of the mandatory basic equipment that may be issued to security guards (Section 9a and 9c, Rule VIII, RA 5487).
SECTION 2. Coverage, Application and Scope. — These Implementing Rules and Regulations shall cover and apply to all Canine Service Provider that employs and/or deploys Protector and Detector dogs, manages Canine Training Schools and Facility to include Administrator and Training Director, Training Instructors, Supervisors, Handlers, Kennel Master, Canines and Canine Team/s.
SECTION 3. Declaration of Policy. — The PNP Security Agencies and Guards Supervision Division or SAGSD shall be the Office of Primary Responsibility (OPR) for the organization, operation, business and activities of private watchman/security or detective agencies, security training institutions/systems as well as private security and training personnel. Further, it is stated in Section 9 paragraph C, Rule VIII of RA 5487 that live units such as canine dogs shall require prior training, confirmation and registration with the PNP before utilization by any security agency purposely to ensure truthful deployment satisfying client requirement or purpose of operation.
To sustain its mandate, the establishment of highly efficient and competent Canine Management Section shall specifically be provided in support to the administrative services, regulatory and general supervision over the organization, business operation and activities of registered and certified Canine Service Providers, Canine Training Institution/Facility including its Administrator and Training Director, Canine Training Instructor and Supervisor, Canine Handler and Canine Team all over the country with the end-in-view of providing professional Canine Industry that will contribute in ensuring public safety and internal security as well as securing of movement of people and commerce effectively.
The proper training, handling, selection, evaluation and ensuing employment/deployment of protector and detector canines, and the subsequent registration and accreditation as testimony to their efficiency and effectiveness are paramount in ensuring the public of a competent and reliable Canine Industry. Towards this end, the Canine Industry shall be treated as the most cost effective and most reliable partner of law enforcement, security agencies and the public against threat of terrorism.
RULE II
The Canine Management Section of SAGSD
SECTION 1. Canine Management Section (Canine MS). — A Canine Management Section (Canine MS) shall be created under the functional direction and supervision of the SAGSD, hereinafter referred to as Canine MS, which is primary responsible for the Registration, Accreditation, Evaluation of Canine Service Providers as well as in the formulation of policies, guidelines and procedures in the supervision, selection, employment/deployment handling of canine industry all over the Philippines.
SECTION 2. Powers and Functions of Canine Management Section. — To accomplish its mandate, the Canine MS shall perform the following powers and functions:
a. To standardize criteria in the evaluation of Canine Service Provider for Protector and Detector dogs, Canine Training Institution/Facilities, Canine Instructor and Supervisor, Canine Handler and, Canine Teams; aSCHcA
b. To promote public confidence and trust in the employment and deployment of reliable and competent Canine Service Provider, Canine Training Institution/Facility, Canine Instructor and Supervisor, Canine Handler and Canine Teams;
c. To certify Canine Teams that passed the evaluation or re-evaluation tests to ensure reliability and effectiveness in their field of expertise;
d. Establish canine quality control standards to set as the benchmark for efficiency and effectiveness for all canines for employment/deployment in the country;
e. Maintain an updated database of all registered and certified canine for documentation and records purposes;
f. Maintain roster of canine teams that have been certified by SAGSD and monitor their activities to ensure respective compliance based on the conditions set forth on the certification;
g. Formulate policies to promote its mandated functions and furtherance to the provisions of this rules and regulations; and
h. Recommend termination of certification of any Canine Team for just cause on recommendation of Technical Evaluation Team/Monitoring Team.
SECTION 3. Organization. — The Organizational Structure and Manning Chart of the Canine Management Section is herein illustrated as Annex 1. It shall be composed of the following; DHITcS
a. Chief of Section with the Rank of Police Senior Superintendent;
b. Assistant Chief of Section with the rank of Police Superintendent; and
c. Police Chief Inspectors who will head the Registration, Accreditation and Evaluation Teams as well as Technical Evaluation Team and Monitoring Team.
SECTION 4. Definition of Terms. — The terms hereunder shall have the following meaning:
a. Accreditation — refers to the formal authorization issued by SAGSD to canine training centers, canine units, supervisors, instructors and evaluators in compliance with the standards set at a maximum achievable level to stimulate improvement of services and skills over time.
b. Alerts — body movements of the dog when an explosive scent has been sensed in a search area. HSTAcI
c. Blacklisted Canine Entities — canine providers or canine training centers that are barred or disqualified from providing canine services and canine trainings and/or denied by SAGSD having been found to have violated Section 2, Rule III of this IRR.
d. Blacklisted Licensee — refers to canine evaluators, handlers, trainers, instructors and supervisor's that are barred or disqualified from providing canine service and training and/or denied by SAGSD after having found to have violated Section 2, (15) Rule III of this IRR.
e. Canine — a working dog capable of performing various tasks/discipline such as bomb/narcotic detection, attack, patrolling, tracking, search and rescue.
f. Canine Handler — a licensed Security Guard who officially utilizes a registered canine as protector and/or detector dog in his assigned duties and responsibilities. SaHcAC
g. Canine Handler License — refers to the license issued by PNP SAGSD that authorizes the handler to use or handle a trained dog to protect persons, property or to conduct investigation during the performance of their duties as specified in these rules.
h. Canine Service Provider — a business establishment that is Certified and Registered with the Bureau of Animal Industry purposely to establish, maintain, and operate a facility and other form of structure for the confinement of kennel/canine/dog where they are bred, treated, maintained or kept either for sale or trade or for training.
i. Canine Team — refers to canine handler and his registered canine that are licensed to perform security duties.
j. Canine Trainer — a person who acts as dog trainer for the purpose of training dogs to protect person's property or in investigation.
k. Certificate of Accreditation — a written document issued by SAGSD to a qualified applicant who passed the evaluation standards allowing him/her to provide or be involved in canine security and training services. This is valid for two (2) years from the date of issue. HacADE
l. Certification — Certificate of Efficiency to Canine Team that has completed and passed the evaluation tests issued by SAGSD.
m. Detector Dog — canine trained in the use of its sense of smell and specializes in tracking scent of controlled substances such as but not limited to bomb, explosives, narcotics, cadaver and others.
n. Effectiveness — the ability by Canine Team to detect explosive substances under controlled situation with minimum errors as stated in Rule VII of this IRR.
o. Efficiency — ability by Canine Team to detect explosive substances within the required time as prescribed in Rule VII of this IRR.
p. Evaluation — process of determining the efficiency and effectiveness a canine, Training School, Canine Instructor, Supervisors, Canine Handler and canine.
q. Evaluator — sometimes called explosive detector judge. A certified EDD instructor or trainer who conducts evaluation of canine Teams. DAaIHT
r. Explosive Detector Dog — otherwise known as bomb dog. A dog trained to detect explosive substance.
s. Explosive Scent — odor emanating from an evaluator given/controlled substance.
t. Explosives Detection Dog — a canine trained to detect explosives.
u. Guard Dog — a canine trained for visibility and mobile patrol on areas such as public places. It bears the characteristics of an attack dog trained to hold or prevent person from committing criminal offenses.
v. Investigation and Detection Dog — refers to canines utilized/deployed for purposes of detection (almost always the sense of smell to detect substances such as explosives, illegal drugs or accelerants.
w. Narcotic Detection Dog — a canine trained to detect illegal drugs.
x. Passive Indication — the response of an explosive detector dog when the source of explosive scent has been located. The dog will sit near the source of the scent. cEaCAH
y. Periodic Evaluation — a re-evaluation program consisting of two prescribed evaluation sessions within a 12-month period, with least three months between each evaluation.
z. Protector Dog — canines that specialize in security patrol, police service training, guard, fix post and the like.
aa. Registration — means a method of regulation which identifies individuals as having met the minimum requirements for a particular registration as set forth in this rules.
bb. Registration Category — means any one of these categories 1) Canine Service Provider 2) Canine Administrator 3) Canine Handler 4) Canine Trainer 5) Canine Evaluator.
cc. Search and Rescue Canine Unit — refers to the live unit (dog) that is capable of conducting search and rescue mission which is commonly used/deployed during disasters and calamities. A canine unit deployed/utilized for purpose of conducting search mission for human on calamity/disaster areas affected by floods, typhoon, earthquake and conflagration.
dd. Sentry Dog — a dog trained usually for deployment on fixed post such as entry and exit points of building or commercial centers to prevent entry of illegal substances and pilferage. DHcESI
ee. Stewards/Spotters — assists the canine evaluator during the conduct of the tests.
ff. Training Aid — evaluator controlled substance use for training and evaluation.
RULE III
General Principles and Policies
SECTION 1. Governing Principles and Policies. — The following principles and policies shall govern the supervision, handling, qualifying, certifying and examination of protector and detector dogs:
a. All protector and detector dogs that are being utilized whether organic to the unit, rented or volunteered by private entities must be properly registered and accredited by SAGSD before being employed/deployed.
b. Periodic evaluation (Semi-Annual) shall be conducted by the SAGSD Evaluation Team to determine proficiency and reliability of Canine Team employed/deployed. acCTIS
c. The SAGSD Technical Evaluation Team (TET) composed of qualified evaluators shall conduct periodic evaluation of Canine Teams and recommend to Director SAGSD those who can be certified or re-certified.
d. Concerned Owners or Operators are responsible for their own Canine Teams to be subjected to periodic evaluation and shall keep all training and evaluation records of their protector and detector dogs and handlers.
e. Canine Service Providers, Canine Training Institutions, with their Administrator, Training Director, Training Instructors, Supervisors and students as well as the evaluators should be well-versed and compliant with the provisions of RA 8485 — Animal Welfare Act of 1998 and RA 5487 relevant to their business and areas of expertise. f. The SAGSD Accreditation Board shall be responsible in the accreditation and screening of applications and granting of accreditation to canine training institutions with their Administrator, Training Director, Training Instructors, Supervisors, canine units, canine handlers and teams.
g. The SAGSD Accreditation Board shall periodically review its rules and adopt regulatory safeguards to attain efficiency in the canine industry.
h. In no case shall canine services be provided by Private Security Agencies and Canine Service Providers without approval from the PNP.
i. PSA with Canine Services, Canine Teams shall be registered and accredited by SAGSD before engaging in security operations using canines.
j. Canine unit shall be registered and certified by SAGSD as to its worthiness and reliability.
k. The SAGSD shall be designated as the Office of Primary Responsibility (OPR) in the supervision and control of Private Security Agencies or Private Entities in their conduct of operations using canine units. aHESCT
SECTION 2. Registration, Accreditation and Evaluation Policies. — The following policies shall govern the Registration, Accreditation and Evaluation of Canine Service Providers in the supervision, selection, deployment and handling of canine services.
A. Registration Policies
1. No person shall be allowed to provide any canine service without the prior approval of the C, PNP thru SAGSD. No agency shall employ a person to perform duties to handle canine or other duties relative to the same unless such is issued a valid license;
2. PSA Canine Service Provider and PSA Canine Handlers, Canine Teams; Canine Administrators, Canine Evaluators must be registered with SAGSD before they can engage in any Security Operations using canine. Such registration is separate and distinct with License to Operate Private Security Agency; TcSaHC
3. Only Canine Unit documented and certified by SAGSD shall be allowed for posting and only with the handler/s who passed the evaluation as certified as canine teams by SAGSD;
4. Government dogs/handlers may register for purpose of database registration but will be exempted from payment of fees;
5. Canine Dogs/Unit shall be registered and issued tags or micro chips for identification;
6. Canine Registration shall be non-transferable;
7. License Numbers will be coded as K9-00-000 (00 indicating the year of registration and 000 indicating the license number);
8. License for canine shall display the following: ASHEca
• Canine identifying marks.
• Owner's name.
• Date of license.
• Expiration date.
9. License for individuals shall display the following:
• Name of the person.
• Name of canine training facility.
• Name of licensed Canine Security Provider.
10. Owner/Handler shall have the responsibility to inform SAGSD in writing the death, retirement or sale of the Canine Dog Licensee;
11. License will have to be renewed annually;
12. Each registered person shall wear the appropriate uniform for each category approved by SAGSD Uniform Board;
13. Only licensed persons shall be allowed to wear uniform and subject to random check and inspection by SAGSD;
14. All Service Provider Uniforms must bear the name of licensee and provider which must be plainly visible on the patch, badge, or other insignia; AHCaED
15. Revocation of license shall be on the following grounds:
• Fraud or deception in obtaining or renewing of a license or registration;
• Professional incompetence as manifested in poor standard of service;
• Engaging in dishonorable unethical or unprofessional conduct likely to deceive, defraud or harm public;
• Continued practice although canine or individual is already physically unfit;
• False advertising;
• Allowing services by unauthorized or unlicensed person;
• Failure to respond to a written request by SAGSD for information or records; HSCAIT
• Failure to make available license at the time of request of license or registration;
• And other violations similar to the above provisions.
16. PNP SAGSD shall issue additional rules and regulations, as may be necessary.
B. Accreditation:
1. Accreditation of Canine Training Centers
a) Pre-Inspection
1) A team from SAGSD shall be designated as inspectors to check the following:
• Physical appearance of the school;
• Training aids & materials;
• Training staff (CSG Accredited);
• Program of Instruction;
• Training Facilities (training areas)
• MOA with training area (if applicable)
2) A Letter-Order signed by the Chief, SAGSD shall be the Authority in the conduct of inspection indicating therein as specified in the Inspection Checklist (Name of training school, venue, date of inspection, name of inspectors, training offered, additional findings, recommendations/remarks acknowledgement receipt by the school staff. aHcDEC
2. Conduct of Inspection
a) The Inspection Team will introduce themselves to the Training Center Director, and/or Training Staff.
b) If defects are noted, it shall be properly indicated on the Inspection Checklist and shall be acknowledged by the center representative present during the inspection, after which a re-inspection shall be recommended by the inspectors.
c) If the defects were corrected during the re-inspection, it shall be properly documented (pictorials to be attached).
3. Post Inspection
The result of the inspection shall be one of the bases for the granting of Accreditation Certificate by SAGSD. The application for accreditation shall contain the following attachments: ESHAcI
• Letter request for Accreditation;
• Bureau of Animal Industry Registration;
• SEC Registration & Articles of Incorporation/DTI;
• Proof of Building ownership or MOA/lease of contract for at least 5 years;
• Fire Safety Certificate;
• Inventory of supplies, tools and equipment for the Program;
• Inventory of instructional materials (books, videotapes, internet access, others);
• Training Schedules;
• Faculty and Personnel (with resume/bio-data)
• Schedule of fees;
• Health services (with a minimum requirement of consultancy contract with a licensed veterinarian);
• Proof of Payment of the application fees. aEcTDI
4. Deliberation
Upon compliance with the documentary requirements and the submission of the results of inspections and background investigations, the Inspection Team shall recommend to the Accreditation Board the holding of a meeting to pass upon the application for review.
The Inspectors shall present their findings with respect to the conduct of inspection, evaluation of documents, reputation in the canine industry and background investigation of applicants. The presence of the owner/head or authorized representative of the applicant shall be required during the conduct of deliberation to answer some questions relevant to their application for accreditation. They should be knowledgeable on the nature of canine operations. The Board after determining the completeness and accuracy of the presented documents and the interview of the owner/authorized representative shall decide whether to approve or disapprove the applications for accreditation. Thereafter, if it approves the application, the Board recommends to the Chief, SAGSD the final approval of applications that passed the deliberation through a Board Resolution. THaAEC
5. Issuance of Accreditation
a) The Chief, SAGSD shall have the authority to approve, disapprove, cancel or suspend accreditation of Canine Training Schools, Canine Training Instructors & Supervisors, Canine Units & Evaluators.
b) Canine Training Instructors & Supervisors, Canine Units and Evaluators shall be issued Certificate of Accreditation upon submission of their Registration and Evaluation Certificates and other documents as may be required by Chief, SAGSD.
c) Approved applications for accreditation shall be issued the corresponding Certificates of Accreditation following a design and format prescribed in a circular issued by Chief, SAGSD.
d) Grounds for Disapproval of Applications for Accreditation:
Canine Accreditation may be denied processing for the following reasons: cAaDCE
• Blacklisted by the PNP or by any government agency;
• Failure of the owner to comply with the policies, SOPs, rules and regulations on accreditation;
• Conflict of Interest;
• Violation of the professional, ethical, moral and legal standards;
• Transacting with erroneous, false and incomplete information/data required by the Committee;
• Misrepresentation; and
• Two (2) distinct entities occupying the same office and space transacting with the same Accreditation Committee.
e) Use of the Certificate of Accreditation:
• In rendering canine training services to public and private entities.
• In all other transactions with the PNP and other government offices. CSHDTE
f) Grounds for Revocation of the Certificate of Accreditation:
Accreditation for Canine Training Schools, Canine Training Instructors & Supervisors, and Canine Units & Evaluators may be revoked by the Chief, SAGSD upon the recommendation of the Accreditation Board on the following grounds:
• Any for the reasons for the disapproval of applications for accreditation as enumerated in paragraph g above;
• Selling or lending one's Certificate of Accreditation;
• Tampering of the Certificate of Accreditation; and
• Closure or cessation of operation SEcITC
g) Renewal of Accreditation
Accredited Canine Training Schools, Canine Training Instructors & Supervisors, Canine Units & Evaluators who wish to continue their accreditation with the SAGSD Accreditation Board may file their application for renewal of accreditation with Canine Management Section, SAGSD for processing forty five (45) working days before the expiration of their accreditation.
SECTION 3. Requirements for Registration, Accreditation and Evaluation. — The following policies shall govern the basic requirements for the registration, accreditation and evaluation of Canine Service Providers:
a. Private Security Agency Canine Provider (LTO)
1. Letter Request addressed to Chief, SAGSD
2. License to Operate/Registration with DTI/SEC
3. Bureau of Animal Industry Certificate DIEACH
4. Computerized Sketch of Office Location with email address and telephone number
5. Biodata of Directors/Partners
6. Picture and Location of Canine facilities
7. Technical Evaluation Team (TET) Report (to be submitted after the TET Inspection)
8. Business Permit
9. Consultancy Contract with a Licensed Veterinarian
10. Clearances (for Licensee)
• PNP DI
• National Bureau of Investigation
• Neuro Psychiatric Test
• Drug Test
b. Private Security Agency Canine Handler (Canine Handler's License) DECcAS
1 Basic Qualifications
a) Must be a Filipino citizen
b) High School Graduate
c) Not be less than eighteen (18) years of age
d) Must be physically & mentally fit
e) Must pass the NP and Drug Test
f) Must be a graduate of Basic Canine Handlers Course given by accredited Canine Training Schools/Center
g) Must have satisfactorily completed a course on Basic Canine Health Care Program provided by a licensed veterinarian
h) Must pass the Technical Evaluation Team written/oral/practical exercises cISDHE
i) Of good moral character and must not have been convicted of any crime or violation of these rules and regulations carrying a penalty of prohibition to be licensed
2. Proof of Qualifications. The following documents shall be submitted in two (2) folders with tabbings.
a) Letter request addressed to Chief, SAGSD.
b) Resume/Biodata.
c) Diploma/Transcript of Record.
d) Basic Canine Handler's Course Certificate.
e) Certificate of Completion of Basic Canine Health Care Program issued and signed by a licensed veterinarian. TCHEDA
f) Technical Evaluation Committee Certificate.
g) Clearances.

c. Private Security Agency Canine Trainer (Canine Trainer's License)
1. Basic Qualifications
a) Must be physically & mentally fit.
b) Must pass the NP and Drug Test.

d) Must have undergone Refresher Seminar on Canine Health Care provided by a licensed veterinarian.
e) Must have at least five (5) dogs trained, certified and registered with SAGSD. IaEACT
f) Of good moral character and must not have been convicted of any crime or violation of these rules and regulations carrying a penalty of prohibition to be licensed.

1. Basic Qualifications
a) Any working dog qualified to perform different canine discipline (e.g., bomb/narcotic detection, patrolling, tracking, search and rescue).
b) Must have been certified by a licensed veterinarian that the canine (dog) is physically fit and healthy.
c) Must be not less than one (1) year old or more than ten (10) year at the time of the registration.
2. Proof of Qualification/Documentary Requirements
a) Certificate/Proof of Ownership from Private Security Agency. cCaSHA
b) Brief description of Canine (identifying name, age, sex, color, breed, source).
c) Canine Health Certificate issued and signed by a licensed veterinarian
d) Front and side view picture of Canine (5R Colored).
e) Microchip bearing SAGSD Accreditation/Registration Number to be implanted/tag by licensed veterinarian.
3. Issuance of Registration/Certificate and License
a) The Chief, SAGSD shall have the authority to approve, disapprove, cancel or suspend application for license by Service Providers, Canine Units, Canine Handlers, Canine Trainer's, Canine Administrators, Canine Units & Evaluators.
b) Approved license applications shall be issued the corresponding License Cards following a design and format prescribed in a circular issued by Chief, SAGSD.
g. Advance Handler Basic Qualification
1. Basic Qualifications AIHTEa
a. Must be physically fit.
b. Must pass the NP and Drug Test.
c. Must be a Certified Advance Handler from an Accredited Canine Training Schools/Center.
d. Must have undergone Refresher Seminar on Canine Health Care provided by a licensed veterinarian.
e. Must have at least five (5) dogs trained, certified and registered with SAGSD.
f. Of good moral character and must not have been convicted of any crime or violation of these rules and regulations carrying a penalty of prohibition to be licensed.
SECTION 4. Criteria for Canine Evaluator. — The following criteria shall be followed in the standardization of Canine Evaluator, to wit:
a. A SAGSD certified working dog instructor/trainer.
b. Canine Evaluator Certificate I (For Canine Team Qualification — Stationary assignment)
1. Must have passed all the requirements of an Evaluator Course I;
2. Must have a minimum experience of one (1) year in canine working dog training.
c. Canine Evaluator Certificate II (Canine Team Qualification — Stationary and Mobile Assignment) AaIDHS
1. Must have passed all requirements of an Evaluator Course.
2. Must have a minimum experience of One (1) year in canine working dog training.
3. Must have received a Trainer Certificate from SAGSD registered and accredited Canine Training Institution with a minimum of two (2) years experience as certified trainer.
4. Must have a minimum experience of at least two (2) years as Evaluator II.
d. Canine Evaluator Certificate III (Evaluator I and II Qualification — Canine Team Qualification — Stationary and Mobile Assignment)
1. Must have passed all requirements of an Evaluator Course.
2. Must have a minimum experience of one (1) year in canine working dog training. HIAEcT
3. Must have received a Trainer Certificate from SAGSD registered and accredited Canine Training Institution with a minimum of two (2) years experience as certified trainer.
4. Must have a minimum experience of at least two (2) years as Evaluator I and II.
5. Must have received Trainer's and Instructor's Certificate with a minimum of one (1) year as certified instructor.
e. Has no pending administrative, criminal or civil case.
SECTION 5. Criteria for Canine Team. —
a. The Canine Team should have at least undergone the training courses to which they were designed or intended for, such as but not limited to the following: aEcADH
1. Tracking — missing persons, fugitive, others.
2. Search, rescue and Retrieval of casualties, wounded persons in accidents.
3. Crowd control to separate protagonist in rumbles, gang wars.
4. Chasing armed criminals.
5. Guard prisoners.
6. Perimeter patrol or building guard.
7. Chasing armed criminals.
8. Locating landmines, bombs, explosives, narcotics, cadavers. DAETcC
9. Detect contrabands — drugs, tobacco and cigarettes
10. Detect food products such as meat and dairy products that are being brought into the country illegally.
11. Other commercial purpose.
b. The Handler and its canine should be registered and accredited by SAGSD as one Team/entity.
c. A prerequisite for registration and accreditation, the canine should have an implanted/tag microchip for its identification.
d. Must have passed the test for Canine Protector and/or Detector team Certification conducted by a Canine Training Institution duly registered and accredited by SAGSD.
e. A Canine Team Certification may be granted only to Canine Handler with a certified dog protector and/or detector and duly registered and accredited by SAGSD. AISHcD
f. Has no pending administrative, criminal or civil case.
SECTION 6. Criteria for Canine Handler. —
a. A licensed security guard and a canine handler duly registered and accredited by SAGSD. The canine should have an implanted/tag microchip for its identification.
b. Must have passed the general purpose dog course and Canine Handler Training Course conducted by a Canine Training School/Institution duly registered and accredited by SAGSD.
c. Should have undergone tutorial lessons for at least one (1) month from an experienced Handler before going on an on-the-job training prior to employment/deployment.
d. Being responsible for the care, safe handling, and basic health management of canine partner, must have satisfactorily completed a course on Basic Canine Health Care Program provided by a licensed veterinarian.
e. Must have a Canine Handler Certificate issued by a Canine Training Institution Accredited by SAGSD. IAEcCT
f. Has no pending administrative case or convicted of a criminal or civil case.
SECTION 7. Criteria for Canine Instructor. —
a. Training professional for protector and detector dog and handler with a minimum of two (2) years experience as Handler.
b. Has assisted (or conducted) in the conduct of at least one (1) protector and one (1) detector dog training course in the last two (2) years.
c. Has assisted or actively involve in a field operation as Canine Team.
d. Specialize in training dogs, handlers and Canine Team for all working situations including security patrol, police service, guard or fix post and scent detection that includes among other substances such as bombs, explosives, narcotics, cadaver, etc.
e. Must have passed the Canine Instructor course conducted by a Canine Training Institution duly registered and accredited by SAGSD. TacADE
f. Must have trained at least eight (8) Canine Teams who have received Canine Team Certificates.
g. Must have trained at least four (4) Canine Trainers who have achieved Trainer Certificate.
h. Has no pending administrative case or convicted of a criminal or civil case.
SECTION 8. Criteria for Canine School and Facility. —
a. Certified and Registered with the Bureau of Animal Industry to establish, maintain, and operate a training school/facility and other form of structure for the confinement of kennel/canine/dogs where they are, cared, treated, maintained and kept for training as protector and detector canine for future employment/deployment for safety and security job/s. aCHDST
b. Provide adequate transport facility in order to afford maximum comfort while in transit to the consignee at the place of consignment.
c. Provide sufficient food and water for the canine while in transit for more than twelve (12) hours or whenever necessary.
d. Be able to provide in all cases adequate, clean and sanitary facilities to include the safe conveyance and delivery of canine from and to its destination.
e. Maintain permanent/regular services of a veterinarian for professional care and maintenance of dogs/kennel/canine (with a minimum requirement of consultancy contract with a licensed veterinarian).
f. Maintain a Data Base for personnel, equipment and students including the medical history of the Canine Team/s.
g. Maintain a minimum of four (4) protector or four (4) detector canines under going training and projected for employment/deployment in the field of safety and security to be handled by licensed security guard. IASTDE
h. Facility Specification:
1. Occupies at least a land area of 1000 square meters for Class D and E.
2. Occupies at least a land area of 2000 square meters for Class C.
3. Occupies at least a land area of 3000 square meter for Class B.
4. Occupies at least a land area of 5000 square meters for Class A.
i. The school should at least have provision for the following:
1. Administration Building. DCcHIS
2. Quarters for student Handlers.
3. Quarters for canine.
4. Training area.
5. Veterinary Clinic.
6. Motor Pool area.
SECTION 9. Criteria for Canine Service Provider. —
a. Certified and Registered with the Bureau of Animal Industry to establish, maintain, and operate a facility and other form of structure for the confinement of kennel/canine/dog where they are bred, treated, maintained or kept either for sale or trade or for training.
b. Certified and Registered with SAGSD to establish, maintain, and operate a facility and other form of structure for the confinement of kennel/canine/dog where they are trained as protector and detector canines for subsequent employment and/or deployment in the field by a Private Security Agency, Company Guard Forces and Government Security Forces. ITDSAE
c. Provide adequate transport facility in order to afford maximum comfort while in transit to the consignee at the place of consignment.
d. Provide sufficient food and water for the canine while in transit for more than twelve (12) hours or whenever necessary.
e. Be able to provide in all cases adequate, clean and sanitary facilities to include the safe conveyance and delivery of canine to its destination.
f. Canine Service Provider may be a Security Agency or an independent practitioner that employ and/or deploy protector and/or detector canine team/s.
g. Be able to provide at least 1000 sq ms facility for quartering, feeding and veterinary care of canines.
h. Maintains consultancy services of a licensed veterinarian for professional care and maintenance of dogs/kennel/canine. IaAEHD
i. Categories of Canine Service Provider:
1. Class E = at least 5 protector/detector canines;
2. Class D = at least 10 protector/detector canines;
3. Class C = at least 20 protector/detector canines;
4. Class B = at least 50 protector/detector canines;
5. Class A= at least 100 protector/detector canines.
RULE IV
Payment of Fees
SECTION 1. License Fees. — Consistent with laws existing during its formulation, the Chief, Philippine National Police or his authorized representative, after receipt of the application for license and after finding the applicant qualified under these rules and regulations, shall approve the application upon payment of the annual fees in accordance with the following schedules:
a. For Canine Service (Provider). —
1. The sum of five thousand pesos (Php5,000.00) as annual national license fee;
2. The sum of one hundred pesos (Php100.00) as payment for annual registration fee for each Canine and Handler employed.
b. For Canine Training Center/School. —
The sum of two five thousand pesos * (Php5,000.00) as annual license(accreditation) fee. caIACE
c. For Individual. —
The amount of three hundred pesos (Php300.00) per year for Canine Administrator, Kennel Master, Canine Instructor, Canine Evaluator and the amount of two hundred (Php200.00) pesos per year for Canine and Canine Handler as annual license fee.
d. Evaluation Fee —
One thousand pesos (Php1,000.00) evaluation fee to cover travel, food and other included fees shall be paid by the Canine Service Provider to Canine Evaluator.
SECTION 2. Exemptions. — Employees of the national or local governments or the agencies or instrumentalities thereof, as well as of government-owned or controlled corporations, who are employed or utilized as licensed security personnel as herein defined, shall not pay the fees nor file the prescribed bonds. THIECD
SECTION 3. Payment System. — All payments of fees relative to the licensing of private security/training/detective agencies, company guard forces, and private security/training personnel shall be made by the respective applicant or his duly authorized representative following an approved revenue and collection system in the PNP.
SECTION 4. Changes. — Any adjustments, modifications and/or additions to the fees provided in section 1 above may be initiated through the SAGSD or CSG and approved for adoption following current laws on revenue and collection of fees.
RULE V
Administrative Sanctions
PART 1
General
SECTION 1. Policy. — Corollary to Section 2 Presidential Decree 1919 dated 28 April 1984, the Chief, PNP or his authorized representative may impose, after confirming any violation of Republic Act 5487, its amendments and implementing rules and regulations, the penalty of suspension, or cancellation of the license/accreditation of any private/government security or training personnel; Provided That, in cases of violations committed by any private security/detective agency, company guard force or private security training institution, the administrative penalty which may be imposed shall only be administrative fine or cancellation of license without prejudice to any criminal action against the violator. TaDSHC
SECTION 2. Purpose. — The purpose of these rules and regulations is to rationalize the schedule of administrative penalties under this supplemental guidelines.
PART 2
Sanctions Against Licensed Canine Handler, Administrator, Kennel Master, Training Instructors, Training Director, Supervisors and Evaluators
SECTION 3. Classification of Offenses. — The following terms shall be construed to mean as indicated which shall likewise refer to the individual person as PSA Licensed Canine Handler, Administrator, Kennel Master, Training Instructor, Training Director, Supervisor and Evaluator:
a. Light Offenses shall include, but not limited to:
(1) use of profane languages;
(2) acts of discourteousness;
(3) late or failure to maintain and/or submit records/reports;
(4) all acts prejudicial to good conduct, behavior, morals and similar acts, pursuant to existing laws, rules and regulations. EASCDH
b. Less grave offenses shall include, but not be limited to:
(1) not having in possession his/her license to exercise profession and duty detail order, while performing canine security operations;
(2) leaving his post without being properly relieved, thus exposing the lives and properties he is supposed to protect from danger;
(3) other similar offenses pursuant to existing laws, rules and regulations.
c. Grave offenses shall include, but not limited to:
(1) Using uniform other than that prescribed under these rules;
(2) allowing the use/lending of accredited canine to unauthorized persons;
(3) assisting, abetting or protecting criminals during or tour of duty;
(4) providing confidential information to unauthorized persons;
(5) refusal to provide information to authorized persons;
(6) illegal search;
(7) taking alcoholic beverages or being drunk while on canine security operation; CSaHDT
(8) abuse or acting beyond the scope of authority;
(9) misrepresentation in the submission of documents for renewal of license;
(10) other similar offense pursuant to existing laws, rules and regulations.
SECTION 4. Penalties. — Without prejudice to the filling of the appropriate criminal action, the following penalties shall be imposed after investigation of any private security personnel, thereafter found guilty of committing any of the offenses previously enumerated in Section 3 of this rule:
a. For light offenses. — One (1) to thirty (30) days suspension or a fine ranging from five hundred pesos (Php500.00) minimum to one thousand pesos (Php1,000.00) maximum or both;
b. For less grave offenses. — One (1) month and one (1) day to six (6) months suspension or a fine ranging from one thousand pesos (Php1,000.00) minimum to five thousand pesos maximum (Php5,000.00) or both; and
c. For grave offenses. — Six (6) months and one (1) day to one (1) year suspension or a fine ranging from ten thousand (Php10,000.00) pesos minimum to fifty thousand pesos maximum (Php50,000.00) or both, and/or cancellation of license/accreditation. DAEaTS
SECTION 5. Status During Suspension. — Unless dismissed by his/her employer agency on legal grounds, a canine handler, administrator, kennel master, training instructor, training administrators, supervisor and evaluator who is suspended pursuant hereto shall not be entitled to receive his salary corresponding to the period of suspension. The PSA Canine Service Provider shall provide a substitute personnel to continue his tour of duty in order not to prejudice the interest of its client.
SECTION 6. Offenses of PSA Canine Provider/Training Institution Personnel. — Any PSA Canine Provider/Training Institution Personnel who commits the same offense as enumerated in Section 3 above, after having been suspended for least three (3) times within the lifetime of his license, shall be penalized with cancellation of license.
PART 3
Sanctions Against PSA Canine Service Provider and/or PSA Canine Training Schools/Centers
SECTION 7. Imposition of Sanctions. — The authority of the Chief, PNP to impose administrative penalties or cancel, suspend or not to renew the license of any private security/detective agency, company guard force, and or private security training institutions shall be exercised in the following cases without prejudice to the filing of appropriate criminal action:
a. When a falsified License to Operate Canine Security Operators is officially submitted by a PSA Canine Service Provider to its prospective client in bidding or contracting for security services.
b. When a falsified document or report is submitted to the Philippine National Police as requirement for new or renewal of License to Operate Canine Security Operation or Canine Training Institution. TaDAIS
c. When a PSA Canine Service Provider has been found to be violating the minimum wage rates fixed by law that should be granted to their Canine Handler, Administrator, Kennel Master, and Supervisor.
d. When the PSA Canine Service Provider has been found to be engaging in activities that are dangerous to public safety and welfare or inimical to national security.
e. When the PSA Canine Service Provider or Canine Training Institution have been found to be violating the provisions of RA 8485 (The Animal Welfare Act of 1998).
f. When a PSA Canine Service Provider refuses to comply with the final and executory NLRC order/decision. This will be a ground for immediate revocation of License to Operate Canine Security Operations. TCAHES
SECTION 8. Administrative Fines. — The following administrative fines shall be imposed on any PSA Canine Service Provider found committing the following offenses:

SECTION 9. Classification of Offenses. — Except in cases already specifically provided in this rule the following terms shall be construed to mean as indicated:
a. Light Offenses committed by private PSA Canine Service Provider shall include, but not limited to:
1) Late or failure to maintain and/or submit records/reports;
2) Posting canine team not covered by written contract;
3) Other similar offense pursuant to existing laws, rules and regulations.
b. Less grave offense committed by PSA Canine Service Provider shall include but not limited to:
1) Ordering its posted canine team to conduct illegal search;
2) Posting unlicensed canine team;
3) Posted canine team not wearing the prescribed uniform;
4) Other similar offense pursuant to existing laws, rules and regulations. SDEHIa
c. Grave offense committed by PSA Canine Service Provider shall include, but not be limited to:
1) Abuse or acting beyond the scope of authority;
2) Use and/or employment of canine team for purposes of committing threats, intimidation, coercion or any other crime/offenses, including show of force;
3) Other similar offense pursuant to existing laws, rules and regulations.
SECTION 10. Penalties. — Without prejudice to the filing of appropriate criminal action, and except as already provided by this rule the following penalties shall be imposed after investigation of any canine team and PSA Canine Service Provider and thereafter found guilty of committing any of the offenses enumerated in Section 9 hereof:
a. For light offense committed PSA Canine Service Provider:
1) Fine of Php5,000.00 for first offense;
2) Fine of Php10,000.00 for 2nd offense;
3) Fine of Php15,000.00 or cancellation/revocation of License to Operate, or both for 3rd offense.
b. For less grave offense committed by PSA Canine Service Provider:
1) Fine of Php10,000.00 for 1st offense;
2) Fine of Php20,000.00 for 2nd offense;
3) Fine of Php30,000.00 or cancellation/revocation of license to operate, or both for 3rd offense.
c. For grave offense committed by PSA Canine Service Provider:
1) Fine of Php50,000.00 for 1st offense;
2) Cancellation/revocation of license to operate for 2nd offense. DcSACE
SECTION 11. Offenses of PSA Canine Service Provider. — Any PSA Canine Service Provider who commits the same offense as enumerated in Section 8 hereof, after having been fined at least three (3) times shall be proceeded against through administrative cancellation or non-renewal of its license to operate canine security services.
RULE VI
Technical Evaluation Team and Monitoring Team
SECTION 1. Technical Evaluation Team and Monitoring Team. — These two (2) teams are separate and distinct but complement each other.
SECTION 1.1. Technical Evaluation Team. — Shall conduct evaluation on protector and detector canine teams. The TET shall be composed of qualified canine evaluators.
SECTION 1.2. Monitoring Team. — Shall monitor the performance of Canine Teams. It shall also be composed of qualified canine evaluators who are not members of the Technical Evaluation Team. DIAcTE
SECTION 2. Powers and Functions of the Technical Evaluation Team. — It shall have the following functions:
a. To evaluate, screen, examine and ensure that the Protector and Detector Dog teams to be employed/deployed are highly efficient, competent and reliable;
b. Recommend to SAGSD those who passed the evaluation and qualified for registration and accreditation;
c. Coordinate with requesting Canine Service Provider regarding the requirements needed for the conduct of evaluation;
d. Maintain a database of persons directly involved in the canine industry and who are eligible to become evaluators and recommend same to SAGSD to be certified;
e. Conduct test and determine the efficiency of every protector and detector canine based on the pre-established quality control standards or benchmark and thereafter, recommend to SAGSD for approval and issuance of the proper Certificate of Efficiency (CE) for each protector and detector Canine Team that has satisfactorily passed the quality control standards. A Certificate of Efficiency shall be valid for non-extendable period of six (6) months; CTHaSD
f. Subject to periodic audit and testing all protector and detector canines with a valid certificate of efficiency for effectiveness and efficiency in detecting different scent of substances and other materials that may be placed in all types of search areas;
g. Identify and inspect canine training institutions/facilities to determine whether these facilities conform with the basic training program which encompasses the knowledge and skills necessary for protector and detector canine team;
h. Verify and prepare reports of irregularities or inefficiency of canine teams, training facilities and personnel of canine units for subsequent cancellation of certificates. DCcHAa
SECTION 3. Powers and Functions of Monitoring Team. — A body that shall monitor the proper implementation of the prescribed guidelines and procedures for the periodic evaluation of protector and detector dog teams shall be classified and the membership of which shall be determined by the SAGSD. It shall have the following powers and functions:
a. Report to Chief, SAGSD any irregularity pertaining to the evaluation/certification of protector and detector dog teams pursuant to the provision of the IRR.
b. Recommend the cancellation of certification issued by the Canine Management Section, SAGSD for valid cause;
c. Periodically inspect Canine Service Providers, Canine Training Institutions/Facilities, Canine Training Instructors and Supervisors, Canine Handlers, Canine Team/s;
d. Execute any lawful act to safeguard the welfare and integrity of the committee.
RULE VII
Guidelines and Procedures in the Conduct of Explosives Detector Dogs and Handlers Technical Evaluation Test by the TET
SECTION 1. Guidelines and Procedures in the Conduct of Explosive Detector Dogs and Handler's Evaluation Test. — This Evaluation Test will determine the proficiency and reliability of explosive detector dog team in the detection of explosives. All canine teams must be tested in all basic odors. ASICDH
The basic explosives scents to be tested are:
a. Low explosives (black of smokeless powder)
b. Military Dynamite
c. C-4 of Flex-X
d. TNT
e. Primer cord
f. Slurries or water-gel
SECTION 2. Weight and Number of Explosives. — The maximum weight of explosives shall be unlimited, however a minimum of 1/2 pound shall be used for testing. Each area tested will contain a minimum of two (2) aids and a maximum of four (4) aids with each different explosive. The handler will not be told the number or type of explosives the team is searching for.
SECTION 3. Areas for Testing. — Five (5) areas will be provided for testing. The canine team will be tested in four (4) of the five (5) areas. The canine team must search the areas of building, vehicles and baggage. The fourth area will either be open area, aircraft or watercraft. The five areas will be:
SECTION 3.1. Building (Including Rail Stations/Bus Terminals) Search. — The Building search will consist of a minimum of two (2) rooms and a maximum of four (4) rooms and has some type of furniture in it. Only one (1) aid may be placed in each room. One or more rooms should contain no aids. The aid may be placed anywhere from eight (8) feet to ground level. The handler may not open cabinet doors, desk drawers, closet drawers, and etc.
SECTION 3.2. Vehicle Search. — Minimum of six (6) vehicles or a maximum of ten (10) vehicles of any type or model including pick-up may be used. The vehicles will be parked in park configuration (such as parking lot) so as to allow the team to have access to each vehicle. The aids will be placed in a manner such that the EDD cannot retrieve same. Only one (1) aid may be placed on or in each vehicle. One aid must be placed inside a closed engine compartment. Additional aids will be placed at the discretion of the evaluator and may be placed but not limited to: HICSaD
i. exterior of gas tank or filler pipe
ii. drive shaft
iii. interior of close trunk
iv. passenger compartment (closed)
v. underside and outer body
SECTION 3.3. Baggage Search. — Baggage shall be defined as hard and soft shell suitcases, attache case, clothes bags, brief cases, golf bags, duffel bags, boxes, etc. Ten (10) bags minimum or a maximum of twenty (20) bags may be used. All aids will be placed inside the bags in a manner such that the canine cannot retrieve same.
SECTION 3.4. Open or Perimeter Area Search. — Open area search shall be defined as:
a. exterior building
b. open fields
c. wooden area
d. any area outside not covered in the above
Aids will be placed at the discretion of the evaluator and can be placed anywhere from a minimum of one (1) foot below surface level to a maximum of eight (8) feet above surface level. ICacDE
SECTION 3.5. Aircraft or Watercraft, Rail Coach and Bus Search. — The search shall be at the discretion of the evaluator. It could be interior or exterior of the aircraft along will all ground support equipment. All aid shall be placed in a manner such that the EDD cannot retrieve the same.
SECTION 4. Evaluation. — The evaluator will determine if the K-9 team will be certified upon the completion of the test. The handler and EDD will be considered as a team and it is the team which will be certified. If the EDD changes handler, a new Team exists and the team needs to be certified anew.
SECTION 5. Certification. — For certification, the canine team cannot miss more than one (1) aid in all phases of testing. If the testing canine team has more than one (1) team miss, which is a failure, then the team must retest in all phases and in all orders. All testing will be done on a PASS OR FAIL basis. All aids will be placed at least thirty (30) minutes prior to testing. If an aid has to be moved to a new location, the previously used area must be removed as a testing site.
SECTION 5.1. Prior to the detector team entering the test area, each handler shall brief the evaluator as the dog alert and response to aids and each indication to an aid by the canine should be obvious to the evaluator. The evaluator shall, prior to each phase, explain each problem that will be encountered by the handler, such as boundaries, time, starting point, etc.
SECTION 5.2. A maximum time limit of twenty (20) minutes will be allotted to each phase testing. The time will stop when the handler indicates his search is complete or the time expires. Conversation between tested team and untested team will not be allowed while testing is in progress. All aids used in testing should be recent manufacture and in separate containers. It shall be the responsibility of the K-9 units being tested to provide the testing aids.
SECTION 6. Evaluation Certificate. — Each evaluation certificate shall be valid for six (6) months only from date of the test. It should be noted that normal training and retraining must be conducted to maintain and enhance the team's capability. DTAIaH
SECTION 6.1. SAGSD will provide canine EDEC patches to all certified K-9 teams for identification.
SECTION 7. Stewards/Spotters (Optional). — There can be two (2) types of stewards used to smooth the process and to speed the evaluation tests along.
SECTION 7.1. Field Stewards. — Directs the teams to any staging area and keep the next testing team ready to perform certification when summoned. Checks equipment and support logistics as needed. This steward works at the direction of the evaluator.
SECTION 7.2. Test Steward. — Works at the direction of the evaluator and conducts such details as directed.
SECTION 7.3. There will be no lengthy or unnecessary delays by either steward or teams.
SECTION 7.4. In some cases the evaluator may act as a steward and also judge.
RULE VIII
Test Requirements
SECTION 1. Test Requirements. — Handlers will be tested in their approved standard duty uniform, plain-clothes officers can be tested in civilian clothes if that is the accepted on duty apparel. Numbered vests may be provided for ease of identification and required when provided. EHaCTA
SECTION 1.1. Handlers will not carry with them during the test any aids that are contaminated with any substance. Only sterile rewards or toys are to be used. The unit can opt to supply the rewards or toys.
SECTION 1.2. No electric devices, whistles, ultrasonic devices or related aides not specifically stated here in will be allowed.
SECTION 1.3. All certifications will permit the handlers the flexibility of working the dog on or off leash, or a combination of both.
SECTION 1.4. Handlers will advise the steward at the time of occurrence or immediately after the test or phase that a protest may be entered or lodged, so the steward may note it.
SECTION 1.5. No dog will be left unattended at anytime in such a manner as to create a danger or hazard to another dog, handler or to itself. Each handler will be responsible for any damage done by his or her dog.
SECTION 1.6. There will be no training or practice in the areas of certification or other location where it may disturb the normal tranquility of fellow teams or citizens not involved with or participating in the certification.
RULE IX
Handler and Canine's Preparation
SECTION 1. Handler Evaluation. — The handler will be evaluated in two (2) areas:
a. Search plan — Did the handler establish a good, effective, thorough search plan and clearly describe it to the evaluators?
b. Alert test — Did the handler demonstrate an ability to read the canine and interpret the alert predicted and was able to demonstrate the ability to distinguish between an animal versus substance alert? AIcECS
SECTION 2. Canine Evaluation. — The canine will be judged in two (2) areas:
a. Did the canine demonstrate an alert thaw and was obvious, confident and consistent with the alert predicted by the handler? Was any substance alert distinguishable from other non-substance indications?
b. Did the canine demonstrate a positive search posture by being thorough, intense and effective?
SECTION 3. Disqualification. — Any extreme or abusive correction or mistreatment of the dog, loss of temper or a display of poor sportsmanship will result in immediate disqualification from the certification trial. The Committee may undertake its own investigation and take any action it deems appropriate based on the totality of the circumstances.
RULE X
Final Provisions
SECTION 1. Separability Clause. — If any portion or provision of these IRR is declared invalid, the same shall not affect the validity and effectivity of the other provisions not affected thereby. cICHTD
SECTION 2. Repealing Clause. — All circulars, memorandum circulars, orders and other administrative issuances, or parts thereof which are inconsistent with the herein rules and regulations are hereby repealed, amended or modified accordingly.
SECTION 3. Effectivity. — These IRR shall take effect fifteen (15) days following its publication in two (2) national newspapers of general circulation.
