1999 Internal Rules of the Court of Appeals
In 1999, the Philippine Court of Appeals addressed the urgency surrounding the effectiveness of its Internal Rules (IRCA). The Court noted a request from Justice Jose Y. Feria to defer the implementation date of these rules. Consequently, the Court resolved to postpone approval and effectiveness of the 1999 IRCA until the Committee on Revision of Rules of Court submits its comments. This decision was made while several justices were abroad on official business.

The Court NOTED the (a) urgency of action on the effectivity of the Internal Rules of the Court of Appeals (IRCA) and (b) letter of Justice Jose Y. Feria (ret.), Acting Chairman of the Committee on Revision of the Rules of Court re deferment of date of effectivity of the 1999 Internal Rules of the Court of Appeals.
The Court further Resolved to (1) DEFER action on the approval of the 1999 Internal Rules of the Court of Appeals until the Committee on Revision of Rules of Court shall submit its comments thereon and (2) DEFERthe effectivity of the said 1999 Internal Rules of the Court of Appeals until further orders from this Court." Puno, Mendoza, Quisumbing and Yñares-Santiago, J.J., are abroad on official business.
