Please take notice that the Court, First Division, issued a ResolutiondatedAugust 14, 2019which reads as follows:
"G.R. No. 247430 (Renato O. Magisa v. Ernesto G. Manasan, Marcelina S. Manasan, Jose Santiago, Jr., Marissa S. Santiago, and Anicia Charito M. Mendoza)
After a judicious study of the case, the Court resolves to DENY the instant petition 1 and AFFIRM the February 14, 2019 Decision 2 and the May 17, 2019 Resolution 3 of the Court of Appeals (CA) in CA-G.R. SP No. 157008 for failure of petitioner Renato O. Magisa (petitioner) to sufficiently show that the CA committed any reversible error in upholding the dismissal 4 of his complaint for Dishonorable Conduct against respondents Ernesto G. Manasan, Marcelina S. Manasan, Jose Santiago, Jr., Marissa S. Santiago, and Anicia Charito M. Mendoza (respondents).
As correctly ruled by the CA, petitioner failed to substantiate respondents' forgery and falsification of documents to effect the transfer of the title in their names. 5 Records reveal that both the civil and criminal cases were resolved in favor of the respondents, i.e., unlawful detainer case which had attained finality, as well as the annulment of title and falsification of documents and forgery. 6 In this relation, respondents' certificate of title 7 over the subject property was deemed valid and effective. Moreover, petitioner's documents did not evince respondents' direct participation in the preparation or deliberate use of said documents of sale to their advantage. 8 It is settled that factual findings of administrative or quasi-judicial bodies are accorded much respect by the Court as they are specialized to rule on matters falling within their jurisdiction especially when these are supported by substantial evidence, 9 as in this case.
