Who may Enter Into Service Contracts With Foreign Persons/Corporations for the Exploration of Lands of Public Domain
Presidential Decree No. 151, enacted on March 13, 1973, allows Philippine citizens or corporations with at least 60% Filipino ownership to enter into service contracts with foreign entities for the exploration, development, or utilization of public lands. This policy aims to enhance national interest by enabling these local entities to seek financial, technical, or management assistance from foreign partners, particularly for projects crucial to agricultural, industrial, and commercial development. However, such contracts require prior approval from the Secretary of Agriculture and Natural Resources, who will also establish necessary regulations. Existing service contracts as of January 17, 1973, are recognized and remain valid unless altered by the involved parties.
