PEZA MEMORANDUM CIRCULAR NO. 028-20

| SUBJECT | : | Validity of Residual Waste Hauler Certificate of Registration during the Implementation of State of Public Health Emergency and Community Quarantine |
In view of the on-going State of Public Health Emergency (SPHE) in the Philippines and continuing implementation of Community Quarantine (CQ), with various levels of restrictions in accordance to the COVID-19 situation in a specific region or locality, please be advised that PEZA will implement the following guidelines to ensure continuous transport of residual waste from PEZA economic zones:
1. All issued Residual Waste Hauler (RWH) Certificate of Registration (COR), whose validity will expire during the implementation of SPHE and CQ, shall be extended until thirty (30) days after the SPHE has been lifted given that the RWH's disposal facility is still operational;
(In reference with PEZA MC 2020-013: "Temporary Closure of the Sanitary Landfill Facility of Wacuman Incorporated," RWH who still have no alternate disposal facility shall still have to amend their COR.)
2. Within 30 days upon lifting of the SPHE, RWH with expired COR shall file their renewal application to PEZA-Environmental Safety Group for them not to incur penalties and to have continued registration; HTcADC
3. Receiving of new RWH registration applications shall be, likewise, suspended until the SPHE has been lifted;
4. Submission of all RWH registration applications, both new and renewal, after the SPHE has been lifted shall be through email ([email protected]) until further notice;
5. Since mass gathering (i.e., community gatherings, training activities, etc.) is prohibited during the implementation of CQ, the training certificate requirement shall be waived until further notice;
6. Payment instructions and/or instructions for claiming of CoR and Vehicle Pass/es shall be provided through email after the application has been deemed acceptable; and,
7. Receiving of applications for COR amendment and additional Vehicle Pass shall continue but should be submitted through email ([email protected]) until further notice.
