LETTER OF INSTRUCTIONS NO. 201

| SUBJECT | : | Authorizing the Secretary of Public Highways to Re-Program and Utilize Excess Income of the Highway Special Fund Intended for Betterment, Rehabilitation and Improvement of National Roads and Maintenance of National, Provincial, City and Municipal Roads, for Fiscal Year 1972–1973 |
WHEREAS, there have been excess income for Fiscal Year 1972-1973 of the Highway Special Fund intended for betterment, rehabilitation and improvement of national roads and maintenance of national, provincial, city and municipal roads;
WHEREAS, these excess income, if allocated to the different provinces, cities and municipalities in accordance with the old law (R.A. 917), would be insignificant and inadequate to finance the undertaking of any substantial betterment, rehabilitation, improvement and/or maintenance works;
WHEREAS, it would be more advantageous and practical to re-program and utilize these excess income for the prosecution of top-priority projects of the administration.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution do hereby order and direct:
1. The provisions of existing laws, rules or regulations to the contrary notwithstanding, the Secretary of Public Highways is hereby authorized to re-program and utilize for the construction and improvement of top-priority projects all unreleased excess income of the Highway Special Fund for betterment, rehabilitation, improvement and maintenance, for Fiscal Year 1972-1973. cdt
2. This Letter of Instructions shall take effect immediately.
DONE in the City of Manila, this 3rd day of July, in the year of Our Lord, Nineteen Hundred and Seventy-Four.
