TO : The Secretary of Public Highways
    The Secretary of Tourism

 

With the confirmation of the existence of burial caves in the mountains of Bagulin, La Union, which I have declared as national cultural treasure, the roads leading to the site are hereby classified as a national road which should be upgraded and made passable to make the site accessible to tourists and the general public.
