Updated Guidelines on the Application of the Senior Citizens' Discount Relative to PhilHealth Reimbursements
PhilHealth Circular No. 056-12 outlines updated guidelines regarding the application of the Senior Citizens' Discount for health-related services as mandated by Republic Act No. 9994, also known as the Expanded Senior Citizens Act of 2010. It specifies that senior citizens aged 60 and above, including those identified as poor, are entitled to a 20% discount on hospital charges, which must be computed after a 12% VAT exemption. The circular mandates that both government and private healthcare providers display their fee schedules and establish grievance mechanisms for addressing senior citizen concerns. Additionally, it emphasizes that senior citizens can opt for either the senior citizen discount or the PWD discount if applicable. The guidelines will be monitored for compliance and take effect 15 days after publication.
