SCC-8 RESOLUTION NO. 047-15
UNANIMOUSLY APPROVING THE PROPOSED AMENDMENT OF THE EXECUTIVE ORDER 901 "PRESCRIBING THE RULES AND REGULATIONS TO IMPLEMENT THE SCIENTIFIC CAREER SYSTEM INITIALLY IN THE NATIONAL SCIENCE AND TECHNOLOGY AUTHORITY"
WHEREAS, the Executive Order No. 901 "Prescribing the Rules and Regulations to Implement the Scientific Career System Initially in the National Science and Technology Authority" was signed by late former President Ferdinand E. Marcos on July 19, 1983 to put the Scientific Career System in operation in the National Science and Technology Authority (now the Department of Science and Technology);
WHEREAS, the implementation of the Scientific Career System has brought profound changes and development in the civil service throughout the years with the System's establishment in various government agencies and institutions in recognition to highly productive personnel engaged in research and development works;
WHEREAS, the Scientific Career Council (SCC), as the System's policy-making body, recognizes the compelling need to modify and update the existing provisions in the aforementioned Executive Order for a more effective implementation of the System and to become more responsive to the evolving needs of the country's overall state of human resource development system particularly in the government service;
WHEREFORE, the SCC during its 37th Meeting on November 03, 2014 approves the proposed amendment of Executive Order No. 901 emphasizing on the review and appropriate revisions of outdated provisions and legally sensitive terminologies and incorporating the creation of a permanent office and plantilla positions for staff of the Scientific Career Council Secretariat in the amended EO.
