LETTER OF INSTRUCTIONS NO. 993

WHEREAS, existing regulations concerning contractors treat construction contracting as a profession premised on individual practice;
WHEREAS, construction contracting today is a corporate effort that involves pooling of specialties in diverse fields and the employment of considerable industrial resources, rather than a matter of individual practice;
WHEREAS, the Ministries of Highways, Industry, Labor, Public Works and other government agencies that deal with construction contractors, either explicitly or impliedly, consider construction contracting as an industry;
WHEREAS, existing regulations governing professions are no longer adequate for effectively supervising and regulating, much less fostering the growth of, construction contracting; cd i
WHEREAS, construction contracting as an industry, if provided with effective government support and encouragement, will play a vital role in national development, particularly in improving the quality of life of our people;
NOW, THEREFORE, in view of the foregoing, I hereby direct the transfer of the Philippine Contractors Licensing Board, including its budget as well as all funds generated by its activities, from the Professional Regulation Commission to the Ministry of Industry.
These instructions shall take effect immediately.
DONE in the City of Manila, this 19th day of February, in the year of Our Lord, Nineteen Hundred and Eighty.
