Letter of Instructions No. 81, issued on May 28, 1973, directs the Secretary of Education and Culture and the Commissioner of the Budget to increase the scholarship program for cultural minorities. The number of scholarships is to be raised to 4,000, with each scholar receiving a stipend of up to P1,565. The Secretary is tasked with developing the necessary rules and regulations for implementation, while the Commissioner is responsible for allocating the required funds. The directive is to be executed immediately.

LETTER OF INSTRUCTIONS NO. 81

TO : The Secretary of Education and Culture
    The Commissioner of the Budget 

Pursuant to Presidential Decree No. 193 transferring the scholarship program for the cultural minorities from the Commission on National Integration to the Department of Education and Culture, and to my Memorandum dated May 2, 1973, on the same subject, I hereby direct the increase in the number of such scholarship to 4,000 scholars, each one to be entitled to a scholarship stipend of not exceeding P1,565.00.

The Secretary of Education and Culture shall promulgate the rules and regulations to implement this instructions while the Commissioner of the Budget shall release the amount corresponding to this scholarship as increased.

These instructions shall be implemented immediately. aisa dc
