LETTER OF INSTRUCTIONS NO. 1510

WHEREAS, upon recommendation of the Cabinet and by virtue of a resolution of the Board of Trustees of the National Electrification Administration, an agency attached to the Ministry of Human Settlements, the President of the Philippines has promulgated a policy of extending Meralco service to the provinces adjacent to Metro Manila within a radius of 60 kilometers more or less; casia
WHEREAS, this policy is now well established and its implementation in Cavite, Laguna, Rizal and parts of Bulacan has elicited popular approval, enthusiasm and gratitude from its beneficiaries;
WHEREAS, in the Province of Bulacan, the towns covered by BECO I and SAPPRESCO have now been transferred to the Meralco and the town covered by BELAPCO are scheduled to be taken over by the Meralco on January 25, 1986;
WHEREAS, the prospect of being left out because of legal maneuvers by a handful of desperate oppositors has caused indignation, frustration and severe mental and emotional anguish among the consumers in the towns of Angat Norzagaray, Pandi and San Jose del Monte who feel themselves the object of unconscionable discrimination, intended or not;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, hereby order:
1. That the National Electrification Administration and the Meralco, a public utility vested with public interest immediately effect the transfer of the power service from BECO II to the Meralco, based on negotiated terms as to valuation of assets, the transfer thereof and benefits for the employees of BECO II; and
2. That this transfer be effected at the earliest opportunity, and in no case later than February 1, 1986.
