LETTER OF INSTRUCTIONS NO. 244

In order to avoid misunderstanding and enhance the effective and speedy implementation of Presidential Decree No. 458, creating the Department of Public Highways which provides, among others, that the functions of airport construction and maintenance shall be the responsibility of the new Department and the Bureaus under it, thereby relieving the Civil Aeronautics Administration of this function and transferring the personnel, appropriations and equipment involved therein as decreed, it is hereby clarified that:

The phrase "airport runways" shall include aircraft movement areas such as runways, taxiways, aprons, stepways, clearways, associated shoulders, vehicular parking, access road and drainage system; all land areas comprising the airport property up to and including the perimeter fence and the approach/departure and transition, surface and areas.

It is hereby directed that all funds for preliminary engineering, construction and maintenance of all national airports appropriated under the President's Budget for Fiscal Year 1974-75 be transferred and/or released immediately to the Department of Public Highways to assure the immediate implementation of its functions as decreed.

Immediate compliance with this Letter of Instruction is hereby enjoined.
