LETTER OF INSTRUCTIONS NO. 71

TO The Auditor General
    The Chief, Philippine Constabulary
    The Commissioner of Internal Revenue 
    The Director, National Bureau of Investigation 
    The Commissioner, Bureau of Agricultural Extension
    The Chairman-General Manager, Philippine Tobacco Administration 

 

In accordance with the policy to revamp the Philippine Tobacco Administration (PTA), it is directed that a thorough and accurate physical inventory of all tobacco stocks be made in all PTA warehouses located in Malinta, Valenzuela, Bulacan and in other tobacco-producing provinces. aisa dc

For this purpose, you are likewise directed to constitute as many Inventory Teams as may be necessary to accomplish the task within two (2) weeks from receipt hereof. cd i

The Inventory Teams shall have the following membership:

Representative of the NBI Regional Office  — Team Leader 
Representative of the Provincial Auditor  — Member 
Representative of the Director,   
  BIR Revenue District  — Member 
Representative of the Local   
  PC Command  — Member 
Representative of the Commissioner,   
  Bureau of Agricultural Extension  — Member 
Representative of the Philippine   
  Tobacco Administration  — Observer 

The various Teams for the designated provinces, including the PTA tobacco warehouses, location and tobacco stocks of crop 1972 which shall be subject to inventory are hereunder indicated:

All expenses incident to the conduct of this inventory shall be borne by the Philippine Tobacco Administration.

The Inventory Teams will also look into the disposal of Tobacco stocks of previous crop years of 1970 and 1971 reported damaged by PTA Warehousemen and covered by Inventory and Inspection Reports supported by Waste Materials Reports.

The Chief, Philippine Constabulary, is also directed to immediately padlock and keep under constant surveillance all PTA warehouses before and after the said inventory. All tobacco stocks thereafter will be transferred immediately by PTA to their Central Warehouse in Malinta, Valenzuela, Bulacan, for sale by public bidding.
