MEMORANDUM CIRCULAR NO. 19
ENCOURAGING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES, INCLUDING GOVERNMENT-OWNED OR -CONTROLLED CORPORATIONS, AND LOCAL GOVERNMENT UNITS, TO EXTEND SUPPORT AND PARTICIPATION TO THE KABISIG PHILIPPINE GOVERNMENT EXPO AND TRADE FAIR 2017
WHEREAS, Presidential Proclamation No. 650 (s. 1990) created and institutionalized the Kabisig People's Movement (KABISIG) with the mandate of facilitating, coordinating and monitoring the implementation of projects and programs of the government, as well as providing linkages between the private and government sectors;
WHEREAS, in the pursuit of such mandate, KABISIG is conducting the KABISIG Philippine Government Expo and Trade Fair 2017, which showcases the profiles, service facilities, programs, projects and accomplishments of government agencies and instrumentalities, including government-owned or -controlled corporations (GOCCs), thereby providing the government an opportunity to promote public awareness of its accomplishments and activities, as well as allowing the general public to participate in the development of the country;
NOW, THEREFORE, all heads of departments, agencies and instrumentalities of the National Government, including GOCCs and the local government units, are hereby encouraged to extend support and participate in the above-stated Expo and Trade Fair, subject to the availability of funds and applicable budgetary, accounting and auditing laws, rules, regulations and procedures.
This Circular shall take effect immediately.
DONE in the City of Manila, this 27th day of April, in the year of Our Lord, Two Thousand and Seventeen.
