| SUBJECT | : | The Implementing Rules and Regulations (IRR) of Republic Act 11039 Also Known as the Electric Cooperatives Emergency and Resiliency Fund (ECERF) Act and the Newly Created NEA's Regular Department, Which is the Disaster Risk Reduction and Management Department (DRRMD) |
Pursuant to Republic Act 11039 also known as the Electric Cooperatives Emergency and Resiliency Fund (ECERF) Act and its Implementing Rules and Regulations (IRR), the NEA Board of Administrators during its regular meeting held last January 2019 approved the creation of the Disaster Risk Reduction and Management Department (DRRMD) as a regular department under the Technical Services. The Newly created Regular Department's authority and functions pursuant to Republic Act 11039 and its IRR will be in transition until fully complemented the soonest time from the existing ad hoc department headed by Eng'r. Federico P. Villar, Jr.
As provided for in the IRR:
Section 13, Rule IV of the IRR states that "All Electric Cooperatives (ECs) shall submit, to the National Electrification Administration (NEA) and update their respective Vulnerability and Risk Assessment (VRA), Resiliency Compliance Plan (RCP), and Emergency Response Plans (ERP) every year. The failure to submit the said assessment and plans shall bar the ECs from accessing the Electric Cooperatives Emergency and Resiliency Fund (ECERF), the NEA shall monitor and evaluate the use and disbursement of the ECERF based on the Vulnerability and Risk Assessment (VRA), Resiliency Compliance Plan (RCP), and Emergency Response Plan (ERP) of each EC"; and
Section 16, Rule IV of the IRR states that "The ECs shall submit to NEA the hard and electronic copies of its VRA or RCP and ERP supported by a Board Resolution on or before May of every year and thereafter its amendments. These should be inputted in the EC annual work plan for affected years of implementation. These assessments and plans should be in accordance with the NEA-approved templates"; SCaITA
