BI MEMORANDUM ORDER NO. MCL-09-019
SUPPLEMENTING INSTRUCTIONS FOR THE APPROVAL, IMPLEMENTATION AND RELEASE OF 9(D) AND 9(G) VISA APPLICATIONS UNDER MEMORANDUM ORDER NO. MCL-09-012 DATED 3 JUNE 2009
These supplemental instructions are issued by authority of the Commissioner of Immigration under C.A. No. 613, Section 3, as amended, to effectively carry-out Republic Act (R.A.) No. 9485 (The 2007 Anti-Red Tape Act) that directs government agencies to: (1) Prevent unnecessary delays; (2) Hasten government transactions, and (3) Provide stiff penalties for non-compliance:
1. The Executive Director shall immediately provide the Chief of the Alien Registration Division (ARD) with weekly lists of implemented 9 (d) and 9 (g) visas subject of Memorandum Order No. MCL-09-012 dated 3 June 2009 for monitoring, processing, and issuance of the Alien Certificate of Registration (ACR) I-Card;
2. Within ten days from the date of implementation/release of the visa concerned, the ARD Chief shall immediately send written notice directing the subject visa holder to apply for an ACR I-Card with the ARD or the nearest Bureau of Immigration sub-port or field office; and STaIHc
3. Non-compliance with ACR I-Card registration requirements under these supplemental instructions shall result in the imposition, at the option of the Commissioner of Immigration, of a fine and/or imprisonment under Republic Act No. 562, (The Alien Registration Act of 1950), Section 6, as amended.
4. Send copies of these supplemental instructions to the following: (i) Office of the President; (ii) Secretary of Justice; (iii) Associate Commissioners, This Bureau; (iv) Executive Officer, This Bureau; (v) ARD Chief, This Bureau; (vi) Secretary, Board of Commissioners, This Bureau; (vii) BI-IDAP Coordinator; (viii) PAGC, and (ix) The National Administrative Register, U.P. Law Center.
This Memorandum Order shall take effect immediately.
