Supplemental Guidelines on the Policy Allowing Pet Animals Inside Public Utility Vehicles Provided under Memorandum Circular No. 2019-019

LTFRB MEMORANDUM CIRCULAR NO. 2020-03

WHEREAS, on April 15, 2019, the Board, pursuant to its power to promulgate, administer, and enforce rules and regulations on land transportation services has issued Memorandum Circular No. 2019-019; HTcADC
WHEREAS, the above Memorandum Circular has allowed pet animals to be transported on public utility vehicles with a qualification provided in item No. 1, wherein:
"1. These animals must be put inside carriers/cages and placed at the designated animal compartment of the PUV, should there be other passengers inside the PUV."
WHEREAS, the above policy particularly on carriers/cages to be placed at the designated animal compartment x x x has received negative reactions from several animal advocates;
WHEREAS, the primordial concern of the Board in including the above provision is the safety and convenience of other passengers of mass transportation, without however, taking into consideration that the design of our existing mass transportation has no designated animal compartment with proper ventilation;
NOW THEREFORE, the Board weighing the issues and concerns of both ordinary commuters and animal lover passengers, RESOLVES as it hereby RESOLVED, to ALLOW pet animals, (such as cats and dogs) to be loaded/transported on public utility vehicles, under the following guidelines aside from the conditions already stipulated in Memorandum Circular No. 2019-019:
1. If pet animals are to be loaded on mass transport such as PUB, PUJ, UV Express service and Premium Point-to-Point (P2P) Bus service, without having to compromise safety, health issues and convenience of other passengers, said pet animals must be put in a cage/animal carrier free from foul odor;
2. Passenger-owner must see to it that pets must wear animal diaper to maintain cleanliness and sanitation at all times during the journey;
3. Dog sizes allowed in PUVs must be from the range of small to medium sized dogs. Those large and giant dogs shall not be allowed. List of dogs with their corresponding size is annexed hereof;
4. Pets placed inside a carrier/cage must be beside the passenger-owner and must pay the corresponding fare in an amount the same as that of the paying passenger-owner per seat occupied.
This Memorandum Circular supersedes any and all issuances inconsistent herewith and shall be effective fifteen (15) days following the filing of three (3) copies hereof with the UP Law Center pursuant to Presidential Memorandum Circular No. 11 dated 09 October 1992.
