LETTER OF INSTRUCTIONS NO. 1076

To synchronize, to the maximum extent feasible, our tax laws including incentives laws and promote a more equitable system of taxation of the various classes of taxpayers in line with the Constitutional mandate that taxation shall be uniform and equitable, and to have better coordination in the enactment of tax and cognate measures which will obviate the need to frequently amend such legislation which runs counter to the Government policy of promoting a stable business climate, I hereby direct that all proposed measures amending any tax laws, including incentives laws, and cognate measures modifying levies, charges or imposts, or granting exemption therefrom shall, before they are submitted to the President or the Batasang Pambansa for consideration and approval, be submitted first to the Cabinet Standing Committee for its study and recommendation.
