LETTER OF INSTRUCTIONS NO. 92

Whereas, it is shown that "White Flower" a medicinal oil manufactured by Hoe Hin Co., Ltd. of Hong Kong is being manufactured locally without proper authority or permission from the Hoe Hin Company by the Weston-Laboratory located at 98 Tolentino Street, Quezon City, Philippines;
Whereas, such manufacture without authority of the medicinal oil by the Weston-Laboratory is punishable under Philippine laws;
Whereas, the Government cannot tolerate or condone this illegal act or practice of the Weston-Laboratory;
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of the Armed Forces of the Philippines, order —
1. The Secretary of National Defense to order the arrest of the officials of the Weston-Laboratory responsible for the foregoing unlawful acts;
2. The Secretary of National Defense to close the factory or factories of the Weston-Laboratory where the aforementioned medicinal oil is manufactured;
3. The Secretary of Trade to inquire into this illegal manufacture of the medicinal oil by the Weston-Laboratory and determine other liabilities of the owners thereof, and consequently to take appropriate action against them.
