VI. IMPLEMENTATION PROCEDURES FOR EMERGENCY SUBSIDY and AICS
A. PROVISION OF EMERGENCY SUBSIDY

The target beneficiaries of emergency subsidy under Sec. 4, subparagraph f (1) shall be limited to those who are physically residing in the barangay, block, purok, street, subdivision/village, residential building, or house placed under granular lockdown categorized as "critical zones" or (CrZ), as "concurred by the relevant regional counterpart body of the Inter-Agency Task Force," 6subject to their internal guidelines.
Provided further that the requirement that the beneficiaries are residing in areas under granular lockdown will not apply to families of additional beneficiaries, under Sec. 4, subparagraph f (3), to be eligible for emergency subsidy.
2. Identification/Validation of Beneficiaries
Based on the general provision of emergency subsidy under subparagraph f (1), as harmonized with Section 4, subparagraph f (2) and Section 10, subparagraph (m), the DSWD shall provide the emergency subsidy to a family if:
a. It is a low-income family; and
b. Place of residence declared under granular lockdown.
Therefore:
1) "recently returned OFWs," whether documented or not, served by DOLE under Section 4, subparagraph f (2); or
2) Other DOLE beneficiaries under paragraph f (2);
may be provided emergency subsidy by the DSWD if they belong to a low-income family and are physically residing in an area under granular lockdown.
The final certified list of beneficiaries used in the implementation of the ESP of the DSWD shall be the primary reference of the eligible beneficiaries. In all levels of granular lockdown thus, i.e., (a) barangay; (b) block; (c) street; (d) subdivision/village; (e) residential building or (f) house, the concerned LGUs shall identify the beneficiaries who are physically residing within the concerned area using the said final certified list.
Other qualified beneficiaries, including the low-income families who qualify as additional beneficiaries under subparagraph f (3), who are not in the final certified list shall be identified and profiled by the LGUs using the SAC form.
To expedite identification, the concerned LGUs shall submit the encoded list of other 7 eligible beneficiaries of RA 11469, to the Field Offices.
Provided that, the DSWD may likewise accept list/s of beneficiaries for profiling and/or assessment to ensure that grievances are addressed.
Only beneficiaries of the first tranche and additional beneficiaries under subparagraph f (3) who were not profiled using the SAC forms shall be required to fill out the SAC forms.
In all cases, prior to the processing of payment, the additional beneficiaries shall undergo deduplication 8 by the DSWD. For this purpose, thus, the SAC forms of the additional beneficiaries shall be encoded by the LGUs.
Additional Beneficiaries under Sec. 4, subparagraph f (3) of R.A. No. 11494
For beneficiaries under Sec. 4, subparagraph f (3) of R.A. No. 11494, who are qualifiedbutwere not grantedsubsidy as mandated under Section 4 (c) of R.A. No. 11469 hence, not yet in the final certified/clean list of beneficiaries of the DSWD, the following procedures shall be followed:
i. In accordance with M.C. No. 14, series of 2020, the barangay shall identify the qualified beneficiaries that were not included in the submitted list of beneficiaries to the DSWD pursuant to R.A. No. 11469;
ii. the eligibility of the beneficiaries shall be certified by the Municipal/City Social Welfare Development Office (M/CSWDO) and approved by Local Chief Executive;
iii. The list of beneficiaries shall be forwarded to the concerned FO for deduplication, and the clean list of beneficiaries will be processed for payroll;
iv. The disbursement process shall be governed by subparagraph (4) of this item.
Provided that, the acceptance by the DSWD of the lists of beneficiaries, claiming to be unserved, for profiling and/or assessment shall be employed to comply with the directive, per Memorandum of the Executive Secretary dated 22 May 2020, to accommodate other eligible beneficiaries who were not provided with emergency subsidy under R.A. No. 11469.
To reiterate, the additional beneficiaries are not limited to those residing in areas under granular lockdown but may be of nationwide coverage, provided they are not served under R.A. No. 11469.
3. Amount of Subsidy
Based on the threshold and computation as stated under the R.A. No. 11469 9 and Joint M.C. No. 1, series of 2020, the subsidy shall also be computed based on the prevailing regional minimum wage rates. Further, the subsidy received from the current Conditional Cash Transfer Program and rice subsidy shall be taken into consideration in the computation of emergency subsidy.
Thus, beneficiaries who are enrolled in the Pantawid Pamilyang Pilipino Program (4Ps) shall receive a lower amount of emergency subsidy by deducting the cash grants (e.g., health grants, rice subsidy, and educational grants) from the allowed Emergency Subsidy within the region. Finally therefore, the table of subsidy presented in M.C. 14, series of 2020 shall be adjusted accordingly in a separate issuance.
4. Distribution Process and Payment Scheme
In furtherance of the goal to expeditiously distribute the subsidy, the payment schemes reflected under the DSWD M.C. Nos. 9, 14 and 18, series of 2020 shall be enforced, subject to the observance of the following significant processes: cEaSHC

b. The schemes/modes of payment may include, but not limited to: (i) transfer of funds to LGUs; (ii) electronic or digital payment; or (iii) direct cash payout, which either the FOs or the CO may resort to in the distribution of emergency subsidy. Provided that the FOs or CO shall be allowed to choose any or simultaneously resort to all of the available schemes, if warranted;
c. Beneficiaries who are included in the final certified list used in the implementation of the ESP of the DSWD shall be presumed eligible to receive the emergency subsidy and may readily be paid or processed for payment, provided they are physically residing in the areas under granular lockdown;

3. The eligibility of an additional beneficiary under subparagraph f (3) of R.A. No. 11494 must be reckoned from the period of effectivity of R.A. No. 11469.
