DEPED MEMORANDUM NO. 035-13
SCHOLARSHIP PROGRAM FOR SPECIAL EDUCATION (SPED) TEACHERS HANDLING CHILDREN WITH AUTISM SPECTRUM DISORDER

1. In support to the thrust of improving quality education for children with autism, the Department of Education (DepEd) through the Special Education (SPED) Division-Bureau of Elementary Education, (BEE) announces the Scholarship Program for SPED Teachers Handling Children with Autism Spectrum Disorder (ASD) which will be held at the University of Southeastern Philippines (USEP), Davao City on April 1-27, 2013.
2. The scholarship program aims to provide the SPED teachers with knowledge and skills on the various educational programs as they keep pace with advances in researches and interventions and current trends in ASD.
3. Priority nominees shall come from the identified regions/divisions/schools where there is an urgent need for these SPED teachers (see Enclosure No. 1). These nominees shall be screened by the existing Regional Integrated Scholarship Committee (RISC) based on the criteria set in Enclosure No. 2. The deadline for submission of names of nominees to the SPED Division-BEE is on March 13, 2013. The list of candidates together with the documents and Memorandum of Agreement (Training Contract) duly signed by the proper authorities concerned (Enclosure No. 3) shall be forwarded to the SPED Division-Bureau of Elementary Education (BEE), DepEd Complex, Meralco Avenue, Pasig City on or before March 22, 2013.
4. The SPED scholars are entitled to their salaries, course tuition fees, stipend and transportation allowances. The DepEd shall provide their per diem for two days (one day before and one day after) and travel expenses going to and from the venue. Participants are also advised to use the most economical mode of transportation. Payment shall be charged to BEE Funds (A.II.a.3) subject to the usual accounting and auditing rules and regulations.

Guidelines for the Selection of New SPED Scholars
1. The Regional Integrated Scholarship Committee (RISC) shall screen and identify the new teacher-grantees to be considered in the program following a set of criteria.
2. The RISC submits the list of scholars to the Special Education Division, Bureau of Elementary Education on or before March 22, 2013.
3. The following are the criteria for the selection of nominees for the training/scholarship:
• A bachelor's degree holder related to the area of scholarship with a grade point average of not lower than 2.0/B/85
• Has been a teacher for at least three years under permanent status with a performance rating of at least Very Satisfactory (VS)
• Not older than 45 years of age
• Has no pending administrative case and/or criminal record
• Has been certified by a government physician to be physically and mentally fit and not pregnant during the scholarship period
• Has not availed of any scholarship/training program for at least two (2) years cASTED
• Possesses leadership potential, facilitation skills, positive attitude to mentor or coach other teachers in his/her school/division
• Can communicate effectively in English
• Can develop and implement relevant re-entry plan
• Must have a list of prospective clientele for the organization of a class right after the training
4. The documents/pertinent papers to be submitted by the nominees for the Regional Integrated Scholarship Committees are as follows:
• CSC Form 212 (Personal Data Sheet) with 2 X 2 recent photo duly certified by the administrative officer
• Certified photocopy of the transcript of records
• Form 86 (Health Certificate) from an accredited government hospital
• Service Record
• Endorsement from the Superintendent
• Duly accomplished and notarized scholarship contract between the scholar and the principal, Schools Division Superintendent and the Regional Director to guarantee the implementation of the re-entry plan
• List of prospective clientele
5. Selected scholars will be informed through the regional offices.

In consideration of the privilege to avail of the scholarship on official time with pay,

do hereby agree to the following obligations of the trainee:
1. Specialize in _______________________________ at the _____________________________________________ (Institution) for the period of ______________________________________ which will be the duration of the training;
2. Maintain at least the minimum standards for the training and that failure to do so would be sufficient ground for disqualification in the event of which he/she shall refund whatever amount has been paid by the government in favor of his/her training;
3. Conduct himself/herself in such a manner as not to bring disgrace or dishonor for himself/herself, his/her school and the Department;
4. Submit to the Bureau of Elementary Education, at the end of the training, a copy of his/her action plan; CHATcE
5. Immediately report to his/her station and assume his/her function upon the completion or termination of the training;
6. Organize SPED programs or classes in the area where he/she was trained;
7. Shall serve his/her school/agency for at least two (2) years after the training;
8. Shall refund in full to DepEd all expenses incurred on tuition fees, stipend, salaries and other benefits for failure to comply with any of the foregoing conditions through willful neglect, resignation from service, and transfer to other government agencies, voluntary retirement or other causes within his/her control. For reasons beyond the scholar's control, the conditions do not apply, provided all documentary requirements including the doctor's certification are submitted and are acceptable to DepEd;
9. Shall live up to the terms and conditions of the scholarship.
