ACT NO. 3732
AN ACT TO AUTHORIZE THE SALE OR LEASE OF THE SAN RAMON PRISON AND PENAL FARM AND OF THE IWAHIG PENAL FARM AND THE ESTABLISHMENT OF OTHER PENAL FARMS IN THE PHILIPPINES, AND TO APPROPRIATE FUNDS THEREFOR
SECTION 1. Whenever in his opinion the public interests will be promoted thereby, the Governor-General may authorize the sale or lease, under the public land laws or Act Numbered Three thousand and thirty-eight, of the lands, buildings and improvements of the San Ramon Prison and Penal Farm and Iwahig Penal Farm to private individuals, associations or corporations.
SECTION 2. The Secretary of Agriculture and Natural Resources is hereby directed and authorized to subdivide the San Ramon Prison and Penal Farm and the Iwahig Penal Colony lands into lots of not exceeding one hundred hectares each, and to sell or lease them, as well as the buildings and improvements on the said farm and colony, to private individuals, associations or corporations: Provided, That no single individual, association or corporation shall be allowed to buy or lease directly or indirectly more than one lot: Provided, further, That applications for smaller lots shall be given preference over applications for bigger lots: And provided, finally, That payment may be made in cash or in installments for a period not exceeding ten years.
SECTION 3. The Secretary of Justice is hereby authorized to establish new prisons and penal farms in such the public lands as may from time to time be reserved by the Governor-General; and the sum of five hundred thousand pesos is hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated to carry out the purposes of this section, including the compensation of additional personnel, the purchase of equipment and furniture and other necessary miscellaneous expenses. The sums so appropriated shall be expended by the Director of Prisons with the approval of the Secretary of Justice: Provided, That no part of this sum shall be set up on the books of the Insular Auditor until it shall be necessary to make the payment or payments authorized by this Act.
SECTION 4. This Act shall take effect on its approval.
