Department Order No. 013-13, issued by the Department of Transportation and Communications on December 4, 2013, implements Republic Act No. 10391, which converts the Land Transportation Office (LTO) Extension Office in Dapa, Surigao Del Norte into a regular LTO District Office. The new office will handle motor vehicle registration, driver's license issuance, and traffic rule enforcement, and will be classified as a Class "D" agency with specific personnel requirements. Existing personnel from the former Extension Office will be retained unless they choose to return to their original units, with appointments made by the Regional Director and the DOTC Secretary. The District Office will maintain the records and assets of the previous Extension Office, and initial funding will come from the former office's budget, with future appropriations included in the General Appropriations Act. The Order takes effect 15 days after publication or receipt by the National Administrative Register.

SUBJECT : Rules and Regulations Implementing Republic Act No. 10391 Otherwise Known as "An Act Converting the Land Transportation Office (LTO) Extension Office in the Municipality of Dapa, Surigao Del Norte into a Regular LTO District Office, Appropriating Funds Therefor, and for Other Purposes"

 

Pursuant to Section 2 of Republic Act No. 10391 dated 14 March 2013, otherwise known as "An Act Converting the Land Transportation Office (LTO) Extension Office in the Municipality of Dapa, Surigao Del Norte into a Regular LTO District Office, Appropriating Funds Therefor, and for Other Purposes", the following rules and regulations are hereby issued for proper guidance and strict compliance by all concerned:

1. The LTO Dapa District Office shall assume the functions of the LTO Dapa Extension Office in the registration of motor vehicles, issuance of driver's license and the enforcement of land transportation traffic rules and regulations in accordance with Republic Act No. 4136, otherwise known as the "Land Transportation and Traffic Code".

2. The LTO Dapa District Office is hereby classified as a Class "D" agency pursuant to LTO Memorandum Circular No. ACL-2009-1223 dated 14 September 2009 entitled "Criteria for Conversion of LTO Extension Offices into Regular Offices, and Upgrading of LTO District Offices' Classification" and shall be manned by the following plantilla of personnel, to wit: TCacIE

a. One (1) Supervising Transportation Regulation Officer (SG-22)

b. One (1) Transportation Regulation Officer II (SG-15)

c. One (1) Cashier II (SG-14)

d. One (1) Supply Officer I (SG-10)

e. One (1) Assistant Statistician (SG-9)

f. Two (2) Clerk III (SG-6)

g. One (1) Clerk II (SG-4)

3. All existing personnel complement of the former Extension Office is hereby retained unless they opt to return to their mother unit. However, all employees mentioned above shall be appointed by the Regional Director, DOTC-CARAGA Administrative Region except for the Supervising Transportation Regulation Officer (SG-22) who shall be appointed by the DOTC Secretary pursuant to existing civil service laws, rules and regulations and pertinent Department Orders, within ninety (90) days from the effectivity of this Order.

4. The Regional Director of the DOTC-CARAGA Administrative Region shall exercise administrative control and supervision over the District Office subject to existing Department issuances. DcHaET

5. The LTO Dapa District Office shall assume, keep and maintain the existing records, documents, equipment, appliances, facilities and other assets used or utilized by the former Extension Office.

6. The initial funding of the District Office shall be charged against the current year's appropriation of the former Extension Office. Thereafter, such sums as may be necessary for the continued implementation of the law shall be included in the annual General Appropriations Act.

7. All Department issuances inconsistent herewith are hereby amended and superseded.

8. This Order shall take effect fifteen (15) days after receipt of a copy thereof by the Office of the National Administrative Register, University of the Philippines Law Center, Diliman, Quezon City or publication thereof in two (2) newspapers of general nationwide circulation in the Philippines.

SUBJECT : Criteria for Conversion of LTO Extension Offices into Regular Offices, and Upgrading of LTO District Offices' Classification

Guided by the procedures cited in 2.2 of the guidelines under Memorandum Circular No. AHS-2008-1039 dated 28 July 2008, the following table for the overall point score shall serve as guidance in the evaluation of any proposal concerning conversion of LTO extension offices into regular district offices, and upgrading of LTO district offices' classification:
