Rice and Corn Production Act of 1958

REPUBLIC ACT NO. 1146

AN ACT AUTHORIZING THE GOVERNMENT TO SELL FERTILIZERS TO RICE AND CORN PRODUCERS AND FARMERS AT ACTUAL COST, CONSTITUTING THE DEPARTMENT OF AGRICULTURE AND NATURAL RESOURCES, FOR THIS PURPOSE, AS THE AGENCY TO TAKE CHARGE OF THE SALE AND DISTRIBUTION OF FERTILIZERS AND TO IMPLEMENT THE PROVISIONS OF THIS ACT

SECTION 1.  Declaration of policy. — It is hereby declared to be the national policy during the time that this act is in force to increase the production of rice and corn at a minimum cost of operation, this is to be made possible by the Government offering every possible encouragement and incentive to rice and corn producers and farmers and to utilize every possible means which will implement the rehabilitation and peace and order program of the Government.

SECTION 2.  The Government is hereby authorized to sell at actual cost fertilizers to palay and corn producers and farmers.

SECTION 3.  The Department of Agriculture and Natural Resources is hereby designated to take charge of the sale and distribution of fertilizers, granting to the said department the power to promulgate rules and regulations subject to the provisions of this Act, and the authority to vest the powers and duties prescribed by this Act in any of its division or sections as it may deem wise.

SECTION 4.  The sum of six million pesos is hereby appropriated out of any funds in the National Treasury not otherwise appropriated, as a revolving fund for the purchase and sale of fertilizers. cd i

SECTION 5.  This Act shall take effect upon its approval.
