Revision of the Existing Standard Employment Contract Governing the Employment of Filipino Seafarers on Board Ocean-Going Vessels
On December 12, 1996, the Department of Labor and Employment (DOLE) issued Department Order No. 033-96, revising the Standard Employment Contract for Filipino seafarers working on ocean-going vessels. This revision was prompted by updates in international policies regarding the recruitment and employment of seafarers, following consultations with various stakeholders, including shipmanning associations and government agencies. The new contract will take effect on January 1, 1997, and the Philippine Overseas Employment Administration (POEA) is tasked with formulating the implementation guidelines. Any previous orders that conflict with this new regulation are repealed and replaced.

DOLE DEPARTMENT ORDER NO. 033-96
REVISION OF THE EXISTING STANDARD EMPLOYMENT CONTRACT GOVERNING THE EMPLOYMENT OF FILIPINO SEAFARERS ON BOARD OCEAN-GOING VESSELS
In view of recent changes in international policies for the recruitment and employment of Filipino seafarers on board ocean-going vessels, and following a series of consultation meetings among representatives of shipmanning associations, seamen's organizations, NGO's and other government agencies, the existing Standard Employment Contract Governing the Employment of Filipino Seafarers on Board Ocean-Going Vessels is hereby revised.
The POEA shall formulate guidelines for the implementation of the new contract which shall form part of this Order and which shall be effective by 01 January 1997.
All Orders and issuances which are inconsistent herewith are hereby repealed and superseded.
