Revised Rules on the Grant of Step Increment/s Due to Meritorious Service for Those Covered by CESPES

REVISED RULES ON THE GRANT OF STEP INCREMENT/S DUE TO MERITORIOUS SERVICE FOR THOSE COVERED BY CAREER EXECUTIVE SERVICE PERFORMANCE EVALUATION SYSTEM (CESPES)
WHEREAS, a Career Executive Service (CES) has been created under the Integrated Reorganization Plan (IRP) approved by Presidential Decree No. 1, as amended, to form a continuing pool of well-selected and development oriented career administrators who shall provide competent and faithful service; HTcADC
WHEREAS, Part III, Article IV of the IRP created the Career Executive Service Board (CESB) to serve as the governing body of the CES with the power to promulgate rules, standards and procedures on selection, classification, compensation and career development of members of the CES;
WHEREAS, through CESB Resolution No. 90-05, as amended by CESB Resolution No. 661 dated 23 January 2007, the CESB adopted and continuously implemented the Career Executive Service Performance Evaluation System (CESPES) as the system for the evaluation of performance for all officials in the Career Executive Service to be used as basis for official personnel actions, such as: original and promotional appointment to CES ranks; grant of merit-based incentives/benefits, step increments, awards, and other forms of recognition, including the annual Gawad CES Program; and career planning and development;
WHEREAS, Item 4 (d) of the Senate and House of Representatives Joint Resolution No. 4, Series of 2009 ("Joint Resolution authorizing the President of the Philippines to Modify the Compensation and Position Classification System of Civilian Personnel and the Base Pay Schedule of Military and Uniformed Personnel in the Government, and for Other Purposes") provides, among others, that an employee may progress from Step 1 to Step 8 of the salary grade allocation of his/her position in recognition of meritorious performance based on a Performance Management System approved by the CSC;
WHEREAS, consequently, the CSC issued CSC Memorandum Circular No. 6 (Guidelines in the Establishment and Implementation of Agency Strategic Performance Management System (SPMS) which defines, among others, the rating period which shall be semi-annually but can be done from a minimum appraisal period of three (3) months to a maximum of one (1) calendar year;
WHEREAS, in 2012, the CSC and the Department of Budget and Management (DBM), implementing the aforementioned Senate and House of Representatives Joint Resolution, issued CSC-DBM Joint Circular No. 1 ("Rules and Regulations on the Grant of Step Increment/s due to Meritorious Service and Step Increment due to Length of Service''), which provides for step increments for qualified officials or employees who have attained two "Outstanding" ratings, or one "Outstanding" and one "Very Satisfactory" rating, or two "Very Satisfactory" ratings during two rating periods within a calendar year; CAIHTE
WHEREAS, the CESB issued CESB Resolution No. 1136, Series of 2014 ("Guidelines on the Enhanced Career Executive Service Performance Evaluation System") to achieve full alignment with the Strategic Performance Management System (SPMS) of the CSC and the CES core competency standards;
WHEREAS, assessment of the performance under the CESPES covers a twelve-month period from January to December, as provided in CESB Resolution No. 1136;
WHEREAS, there is a need to clarify the applicable policy on the use of CESPES rating to qualify to step increment/s due to meritorious service under CSC-DBM Joint Circular No. 1;
NOW, THEREFORE, the foregoing premises considered, the Board RESOLVES, as it is hereby RESOLVED, to adopt the following rules on the grant of step increments for meritorious service:
1. SCOPE AND COVERAGE (Per CESB Circular No. 1, Series 2017
This policy applies to those covered by the CESPES, namely: incumbents of CES positions, i.e., CESOs, CES Eligibles and non-CES Eligibles who are appointed to CES positions or designated in acting capacity or as officer-in-charge of a CES position.
2. GRANT OF STEP INCREMENTS DUE TO MERITORIOUS SERVICE
The maximum number of employees that may be granted Step Increment/s Due to Meritorious Performance in any given year shall be limited to five percent (5%) of all incumbent officials and employees in an agency. The following performance ratings requirements shall apply:
• Two (2) step increments due to meritorious performance may be granted to a qualified incumbent of a CES position who has obtained an "Outstanding" CESPES rating within a calendar year;
• One (1) step increment due to meritorious performance may be granted to a qualified incumbent of a CES position who has obtained a "Very Satisfactory" CESPES rating within a calendar year;
3. SUPPLETORY APPLICATION
The provisions of CSC-DBM Joint Circular No. 1, Series of 2012 shall apply suppletorily on matters not expressly provided herein.
RESOLVED FURTHER, that the CSC and the DBM be furnished a copy of this resolution. aScITE
RESOLVED FINALLY, that if any section or part of this resolution shall be held to be invalid, the remaining provisions shall be given full force and effect as if the part held invalid had not been included herein.
