SUBJECT : Revised Policy and Guidelines in Using the Smartphones and Satellite Phones Issued for the Implementation of Daloy3456 Project

 

1. REFERENCES:

2. RATIONALE:

This Command Memorandum Circular (CMC) provides the guidelines and procedures in using the smartphones and Satellite Phones issued for the 700DALOY Project.

3. SITUATION:

The turnover of the Smartphones and Satellite Phones (Satsleeves and smartphones) to this Group is predicated by the 700Daloy project jointly undertaken by the MG, ECOFISH-USAID and SMART Communications, Inc. The 700DALOY is an ambitious campaign to establish "700 dedicated alert lines for ocean biodiversity." It is a unique public-private partnership with the BFAR-USAID ECOFISH project and the Philippines' largest telecommunications network — SMART Communications, Inc. The campaign will establish an official SMS hotline (70032569) to enable the general public to pass on critical information relating to marine environmental protection and other violation of the law in the Philippines to the Maritime Group. Such information will come in the form of "reports", "inquiries" and "complaints"; and through appropriate protocols introduced under 700DALOY, a variety of suitable responses can be systematically facilitated.

In collaboration with the ECOFISH project of the USAID, the SMART Communications, Inc. provided the hardware and software for the said project. SMART delivered 95 smartphones with prepaid sim; infoboard account system with an allocation of 10,000 SMS broadcast; 5 satellite phones with prepaid sim; and Public Relation and training support. Additional smartphones and satellite phones and allocation of SMS broadcast/text load will be provided and issued as the 700DALOY project expands.

After two years since the implementation of this project, significant accomplishments were recorded using 700DALOY as a medium of communication. However, due to limited capability of the system as this only caters Smart subscribers and the syntax is not user's friendly, the parties agreed to develop a new system to improve the flow of communication and reporting system to cater other network subscribers. The parties agreed to rename its project from 700DALOY to DALOY3456. As a result, a better system came into being, called DALOY3456 that is capable of accepting messages from other networks, to simplify the syntax and to develop a new wireframe or a system of managing information electronically. The new system introduces friendly syntax as a matter of adjustment therefore.

Currently, the new system now includes a filtering system, geo-tagging, heat mapping and trending. It now accommodates all existing telecommunications such as Globe and TM.

4. PURPOSE:

This CMC shall apply to all Maritime Group offices/units which were issued smartphones and satellite phones to be used as additional communication support to their operational and administrative activities.

5. DEFINITION OF TERMS:

a. Satellite Phone(s) — is a type of mobile phone that connects to orbiting satellites instead of terrestrial cell sites. It provides similar functionality to terrestrial mobile telephones; voice, short messaging service and low-bandwidth internet access are supported through systems;

b. Smartphone(s) — mobile phone which includes functions similar to those found in personal computers. Smartphones provide a one-stop solution for information management, mobile calls, email sending, and internet access. Smartphones are compact in size and often only slightly bigger than standard mobile telephones; and

c. Satsleeve(s) — select smartphone adapter that grants users access to the company's vast satellite network. The system, which select smartphone holder that docks into a separate satellite communications unit, allows owners to place voice calls and send text messages nearly anywhere in the world.

6. OPERATIONAL GUIDELINES:

Hereunder are the operational guidelines and policies to be observed in using the smartphones and satellite phones to wit:

a. The smartphones issued to Maritime Group Units are primarily used for the purpose of DALOY3456. As situation demands, the IID-IMC may require the enabling of its data connection and locator for monitoring purposes;

b. The smartphones and satellite phones are intended for official usage of transmitting and receiving data. As such, using it for personal purpose, bringing home is prohibited;

c. Satellite phones issued to Special Operation Units-Maritime Group (SOUs-MG) are intended to be used during the conduct of seaborne patrol operations in areas where communication services provided by TELCOs are limited or none at all;

d. During seaborne patrol operation, it is the duty of the recipient unit/personnel to inform the IMC of time of their departure and to turn on the satellite phones and enable the data connection and locator in order for the IMC to track their location;

e. In case that normal communication signal is available, it is the duty of the one handling the satellite phone to disable its satellite connection and use the service of the TELCOs and available internet connection, such as WIFI and Hotspot in transmitting and receiving voice calls and data;

f. It is the duty of the recipient personnel to ensure the safety, security, proper handling and maintenance of the smartphones and satellite phones. Thus, in case of loss or damage, the receiving unit shall immediately render report to this Group and indicate the reason/s why it was lost or damage. Likewise the recipient personnel who causes the loss or damage shall be subjected to investigation to ascertain his/her responsibility or culpability as evidence warrant;

g. It is also the duty of the dedicated personnel of SOUs-MG Headquarters, SBUs, MARPSTAs, and MPPs and to send at least five (5) text messages per month or to send all Information Reports (IRs) to DALOY3456;

h. SOUs-MG Headquarters and MARPSTAs, should have at least one successful police operation accomplishment per month relative to their reports in DALOY3456;

i. RMUs and MARPSTAs shall guarantee that this project will be disseminated to their CBIN and other force multipliers and to the community through Information Educational Campaign (IEC) by distributing IEC materials or through "Pulong-pulong" and to ensure that the community within their AOR is active in their participation with regard to the project;

j. Every MARPSTA, MPP, SOU-MG Headquarters and SBU shall distribute Information Education Campaign (IEC) materials in every coastal barangays, particularly on areas of convergence, such as; market, fish port, etc., at least once a week within their Area of Responsibility and must submit After Activity Report every Friday of the week;

k. MARPSTAs, SOUs-MG Headquarters, SBUs, and MPPs must ensure that there will be at least 10 SMS sent to DALOY3456 from the residents of their AOR indicating report, inquiry and complaints on violations of four major environmental laws;

l. RMUs and SOUs-MG Headquarters shall submit a monthly report as regards to their information campaign and accomplishment/s every 25th day of the month; and

m. Any violation committed in the preceding provisions stipulated herein will be administratively charge pursuant to NAPOLCOM 2016-002.

7. REPEALING CLAUSE:

This Memorandum Circular rescinds the memorandum on Prescribing the Policy and Guidelines in using the Smartphones and Satellite Phones issued for the Implementation of 700DALOY Project dated August 14, 2014.

8. EFFECTIVITY:

This Circular shall become effective fifteen (15) days from the date of filing with the UP Law Center unless a different date is fixed by law, or specified in the rule in cases of imminent danger to public health, safety and welfare, the existence of which must be expressed in a statement accompanying the rule.
