Reversion of Certain Unliquidated Balances of Accounts Payable
Republic Act No. 3526, enacted on June 20, 1963, allows the Auditor General to revert unliquidated balances of accounts payable that have been outstanding for two years or more to the unappropriated surplus of the National Government's General Fund, provided there are no actual claims or perfected contracts against them. This act excludes unliquidated balances in trust funds until their intended purposes are fulfilled. Additionally, it allocates necessary funds from the National Treasury to settle legitimate obligations affected by this reversion but does not permit the revival of claims barred by prescription or previous administrative or judicial decisions. The act became effective upon its approval and was published in the Official Gazette.
