AMENDING COMMISSION PROPER RESOLUTION NO. R-247, S. 1985, THE GUIDELINES GOVERNING THE APPLICATION FOR SLAUGHTERHOUSE/ABATTOIR, ONE OF TEN (10) PROJECTS CONSIDERED OF NATIONAL AND LOCAL SIGNIFICANCE
WHEREAS, the Housing and Land Use Regulatory Board, by virtue of Executive Order No. 648 as amended by Executive Order No. 90 is mandated to promulgate zoning and other land use control standards and guidelines which shall govern the land use plans and zoning ordinances of local government units;
WHEREAS, The National Meat Inspection Service (NMIS), a specialized regulatory agency under the Department of Agriculture (DA), is the sole national controlling authority in all matters pertaining to meat and meat product inspection and meat hygiene including the classification and accreditation of slaughterhouses;
WHEREAS, the provisions for the establishment, renovation, construction and location of slaughterhouses provided for in Administrative Order No. 28, S. 2005 (A.O. 28, S. 2005) of the Department of Agriculture, otherwise known as the Implementing Rules and Regulations to Republic Act No. 9296, "The Meat Inspection Code of the Philippines" are all in accordance with the standards established under the Philippine Agricultural Engineering Standards (PAES) and the Implementing Rules and Regulations of Chapter IV "Markets and Abattoirs" of the Code on Sanitation of the Philippines (P.D. 856, S. 1975);
WHEREAS, the HLURB Guidelines Governing the Application for Slaughterhouse/Abattoir (one of ten projects considered of national and local significance), approved through Commission Proper Resolution No. 247, S. 1985 provides for, among other things, three (3) categories for slaughterhouse, namely: Class "AA", "A" and "B" as against four (4) distinct slaughterhouse categories, namely: Class "AAA", "AA", "A" and locally registered meat establishment under the aforesaid A.O. 28, S. 2005;
WHEREAS, the NMIS requested for the harmonization of policies and technical parameters relative to the establishment of slaughterhouses/abattoirs and other meat establishments for consistency;
WHEREFORE, be it RESOLVED as it is hereby RESOLVED that the Guidelines Governing the Application for Slaughterhouse/Abattoir, one of ten projects considered of national and local significance approved under Commission Proper Resolution No. R-247, S. 1985 be, as the same is hereby amended through the adoption of pertinent provisions in the Implementing Rules and Regulations of Republic Act 9296, "The Meat Inspection Code of the Philippines," particularly on slaughterhouse categories and their corresponding definitions and the allowable zones for the establishment or operation of slaughterhouses/abattoirs, as follows: aICcHA

| Class "AAA" | Those with facilities and operational procedures appropriate to |
| slaughter food animals, or premises to cut and pack carcasses or | |
| primal parts, or establishments to process and manufacture meat | |
| and meat products for distribution and sale for domestic and | |
| international meat trade. The NMIS shall certify the fitness for | |
| human consumption of meat and meat products for export and | |
| for distribution outside of the province or of the independent | |
| city. The application of Hazard Analysis Critical Control Point | |
| (HACCP) program shall be required. | |
| Class "AA" | Those with facilities and operational procedures sufficiently |
| adequate to slaughter food animals, or premises to cut and pack | |
| carcasses or primal parts; or establishments to process and | |
| manufacture meat and meat products for inter-provincial | |
| distribution and sale in any meat market nationwide. In the | |
| event that there is intra-provincial distribution of products, | |
| certification shall be done by the Provincial Veterinarian while | |
| inter-provincial distribution of products shall be certified by the | |
| NMIS and/or NMIS deputized officer. The application of Good | |
| Manufacturing Practices (GMP) program shall be required. | |
| Class "A" | Those with facilities and operational procedures of minimum |
| adequacy to slaughter food animals; or premises to cut and pack | |
| carcasses or primal parts' or establishments to process and | |
| manufacture meat and meat products for intra-provincial | |
| distribution and sale in any meat market within the province. | |
| The conduct of meat inspection shall be by the Municipal or | |
| city Inspection Office. In the event that there is intra-provincial | |
| distribution of product, supervision of meat inspection and | |
| certification of products shall be by the provincial veterinarian. | |
| Locally Registered | Those meat establishments that are allowed to operate by the |
| Meat Establishment | respective LGU wherein the meat inspection is supervised by |
| the Municipal or City Meat Inspection Office. The distribution | |
| and sale of meat and meat products shall be limited to | |
| City/Municipality where the meat establishment is located. | |

RESOLVED FURTHER that the following criteria be, as the same are hereby adopted for the evaluation of proposed slaughterhouses/abattoirs:
1. Slaughterhouse/Abattoir location:
a) Site is at least two hundred (200) meters radial distance away from residential areas, schools, churches and other places of public assembly, funeral establishments, assembly courts or public offices and at least twenty five (25) meters radial distance away from markets and other food establishments (Figure 1 attached as Annex "A");
b) Site is not adjacent to public markets;
c) Site is at least ten (10) meters away from the banks of rivers, streams, or lakes;
d) Accessible to transportation;
e) Free from flooding.
2. Complies with the accreditation process of the NMIS and its operation is in accordance with the requirements of the Code on Sanitation of the Philippines.
3. Complies with the district zoning regulations stipulated in the city/municipal zoning ordinance, if any, where the facility will be established.
