SENATE RESOLUTION NO. 078-15
RESOLUTION EXPRESSING THE SENSE OF THE SENATE TO DIRECT THE GOVERNMENT PEACE NEGOTIATING PANEL TO SECURE FROM THE MORO ISLAMIC LIBERATION FRONT (MILF) AND/OR INTERNATIONAL MONITORING TEAM (IMT) A COPY OF THE MILF INVESTIGATION REPORT ON THE JANUARY 25 MAMASAPANO INCIDENT AND TO FORMALLY REQUEST THE MILF AND/OR IMT A COPY OF THE SAME REPORT
WHEREAS, on 25 January 2015, 44 members of the Special Action Force (SAF) of the Philippine National Police died as a result of the bloody encounter with combined forces of the members of the Moro Islamic Liberation Front (MILF) and the Bangsamoro Islamic Freedom Fighters;
WHEREAS, the MILF launched its own investigation on this tragedy after it has been accused of violating the peace agreement that it entered into with the Government;
WHEREAS, there are reports that the MILF Report will be submitted to the Malaysian-led International Monitoring Team (IMT) composed of representatives from Japan, Indonesia and Brunei, and supported by the United States and the European Union;
WHEREAS, for full transparency and accountability, there is a crucial need for the Philippine Government to be properly informed of the full investigation report of the MILF on the Mamasapano incident, in order to strengthen the ceasefire mechanisms that may be included in the proposed Bangsamoro Basic Law pending in Congress;
WHEREAS, the Philippine Peace Negotiating Panel headed by Chairperson Miriam Coronel-Ferrer tasked to purse peace negotiations with the MILF, should exert utmost efforts to secure the MILF investigation report so that the truth behind the Mamasapano tragedy that claimed the lives of 44 SAF heroes, will be revealed: Now, therefore, be it
Resolved, To express, as it hereby expresses, the sense of the senate: a) to direct the Government Peace Negotiating Panel to secure from the Moro Islamic Liberation Front (MILF) and/or International Monitoring Team (IMT) a copy of the MILF investigation report on the January 25 Mamasapano incident; and b) to formally request the MILF and/or IMT a copy of the same report.
