SENATE RESOLUTION NO. 110

RESOLUTION ESTABLISHING THE PHILIPPINE SENATE MEDAL OF EXCELLENCE

WHEREAS, the Constitution ordains and declares it as a policy of the State to:

(a) Give utmost priority to education, science and technology, arts, culture, and sports with the aim of fostering patriotism and nationalism, accelerating social progress, and promoting total human liberation and development among Filipinos;

(b) Recognize the importance of physical education, sports development programs, and amateur and professional sports, including training for international competitions, in fostering self-discipline, teamwork, and excellence for the development of a healthy and alert citizenry; and

(c) Affirm the indispensable role of science and technology in national development and progress; and the State's mandate to give priority to research and development, invention, technological innovation, and their utilization.

WHEREAS, the Senate of the Philippines has consistently recognized and commended Filipinos who have excelled in their field of expertise and served as a symbol of hope to the Filipino nation;

WHEREAS, it is only fitting to establish a Philippine Senate Medal of Excellence to be bestowed and conferred upon deserving Filipinos for setting the highest standards of excellence, nationalism, and virtue that their fellow countrymen can aspire for;

WHEREAS, the Philippine Senate Medal of Excellence shall be an expression of public gratitude on behalf of the nation for the honor brought to the country of such outstanding and distinguished achievements;

WHEREAS, by virtue of the Philippine Senate Medal of Excellence, the core values of excellence, integrity, patriotism, nationalism, and hard work, among others worthy of emulation, will be nurtured and further cultivated for the common good of the sovereign Filipino people: Now, therefore, be it

Resolved, as it is hereby resolved, To establish the Philippine Senate Medal of Excellence in order to recognize, honor, and commend outstanding Filipinos for their exemplary service, outstanding achievements, and invaluable contributions to nation-building;

Resolved, further, That the Philippine Senate Medal of Excellence be conferred upon Filipinos who are awarded the Nobel Prize, Pulitzer Prize, the A.M. Turing Award, the Ramon Magsaysay Award, or an Olympic medal;

Resolved, further, To direct the Committee on Rules to recommend to the President of the Senate the criteria and guidelines for the nomination and conferment of the Philippine Senate Medal of Excellence to Filipinos and Philippine institutions who have rendered exemplary service to the nation in such a manner and such a degree as to add prestige to the Republic of the Philippines, or as to contribute to the lasting benefit of its people;

Resolved, finally, To confer the Philippine Senate Medal of Excellence to such other Filipinos and Philippine institutions upon the unanimous vote of the members of the chamber.
