Resetting the Date of the National Referendum
Proclamation No. 1366-A, issued on January 12, 1975, by President Ferdinand E. Marcos, rescheduled the national referendum originally set for January 30, 1975, to February 27, 1975. The adjustment was made to allow citizens more time to engage in discussions about the referendum issues and for the Commission on Elections to adequately prepare and distribute educational materials in various dialects. The decision was also influenced by the need for new registration of barangay members in key cities and the completion of other necessary pre-referendum activities. The proclamation emphasizes the importance of informed voting and public participation in the democratic process.

2) To give the Commission on Elections sufficient time to prepare and print materials explaining the questions and the issues, translate the same into the major dialects and distribute them to the barangays (citizens assemblies) early enough to afford the members thereof sufficient opportunity to read and study the same, to enable them to cast their votes intelligently and with full understanding of the issues;
