Requirement for All Copper Exporters to Obtain Prior MTI Clearance Before Making Any Copper Export Shipments
Letter of Instructions No. 1387, issued on February 21, 1984, by President Ferdinand E. Marcos, mandates that all copper exporters in the Philippines must obtain prior clearance from the Ministry of Trade and Industry (MTI) before proceeding with any shipments. This measure aims to ensure that exports do not negatively impact the supply of copper concentrates to the Philippine Associated Smelting and Refining Corporation (PASAR), a key industrial project for national development. The Central Bank is instructed to require this MTI clearance as a condition for issuing export clearances. The MTI is also tasked with creating necessary rules and regulations to enforce these instructions, which take immediate effect.
